How the Maynard Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide for three-year terms. On July 12, 2022 the board unanimously chose Jeffrey Swanberg as Chair and Justine St. John as Clerk for July 1, 2022 to June 30, 2023. Armand Diarbekirian resigned in the fall of 2022 (his last meeting was October 18, 2022); on November 1, 2022 the board discussed a special election but took no action, and the seat stayed vacant until the May 2, 2023 town election, so four members served from November 2022 to June 2023. Covers 30 meetings, July 12 to June 23, 2023.
A monthly email on what it voted on, starting in November.
What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Select Board, votes the town budget and town bylaws.
From the agendas Maynard posts on its official site. Agendas can change; the posted agenda is the official one.
What Town Meeting decided
In Maynard, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Any registered voter can take part, and most votes are by voice or show of hands, so there is no list of who voted which way.
Annual Town Meeting · May 18, 2026 32 votes: 28 passed, 2 passed as amended, 1 failed, 1 advisory
Not here yet: The October 13, 2026 Special Town Meeting has not happened yet.
Titles are short descriptions of each article from the official record; the quoted words are the Town Clerk’s. A vote at Town Meeting is not the final word on everything: some articles also need a ballot vote (such as a tax override) or the Attorney General’s approval (bylaws).
"At X of Y meetings" counts the members the minutes list as present at the start of each meeting in this record. Members who step out are listed on each meeting page.

About missing minutes
Loaded: Maynard Select Board minutes from January 4, 2022 through July 21, 2026: 135 meetings and 1,482 votes. The town’s Agenda Center has the board’s minutes only from January 2022 on; no earlier Select Board minutes are online (the Archive Center holds budget documents, not minutes). The board was renamed from the Board of Selectmen on March 1, 2021, by a change to the Maynard Charter, before the online record begins. Most minutes from 2022 and 2023 (and the December 17, 2024 minutes) are scanned images, which MassVoter read with text recognition and checked against the page images where names or counts were unclear; the others are typed documents with searchable text. Not here: executive-session minutes; cancelled meetings; the Budget Sub-Committee’s minutes and Town Meeting quorum notices filed in the same Agenda Center category; votes of the School Committee, Finance Committee and Board of Health at joint meetings; meetings whose minutes are not posted (May 17, 2022; August 25, 2022, where the agenda is posted in the minutes slot; March 7, 2023, where the file posted is the Council on Aging’s minutes of its joint session with the board; April 4, 2023, where the file posted is a statement read at the meeting; July 5, 2023, where only the executive-session minutes are posted; April 16, 2026, a special meeting with an agenda and no minutes; and July 7, 2026); and meetings after July 21, 2026 (the August 4, August 18, September 2, September 15 and October 6, 2026 minutes are not posted yet). Maynard’s minutes name the mover and seconder and end each motion with the result, usually “Voted by roll call: Motion carried unanimously, 5-0,” which is shown as every member present voting yes. Members who vote no, abstain, recuse themselves or are out of the room are named in brackets (“Motion carried, 4-1 (Ms. St. John against)”; “4-0 (Mr. Swanberg was not present at this time)”); the other members present are shown voting yes, and members out of the room or recused are not shown in that vote. Where the minutes give only the result (“Voted: By roll call. Motion carried.”), we show the result only (4 votes). Some 2022 minutes list two or more motions followed by a single “Voted” line; only the motion the vote line follows is counted, because the minutes record no outcome for the others. A motion with no recorded outcome is not counted as a vote. One motion, on August 6, 2024, won three of five votes but failed because placing a debt exclusion question on the ballot needed a two-thirds vote; it is shown as failed. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.

A motion was made Mr. DiSilva seconded by Mr. Diarbekirian to approve the Development Agreement with ASMC LLC for the development located at 2,4, and 6 Powder Mill Road and 2 Waltham Street in Maynard, MA. Identified as Assessor's map number 15 and parcel numbers 381 and 91, change article 3 item E, regarding parking at site. The Board members deliberation was informed through advice from town staff, specifically Assistant Town Administrator Megan Zammuto, Town Counsel Liz Lydon, Planning Director Bill Nemser and Conservation Agent/ Assistant Town Planner Julia Flanary. Concerns included parking, infrastructure improvements, pedestrian safety, sustainability aspects, mitigation efforts, affordable housing opportunities, economic impact to the area, and performance bonding. It was noted that further development of the site's plans would be considered by the Planning Board and Zoning Board of Appeals, and perhaps other bodies and agencies. Town Counsel advised that Development Agreements cannot be appealed, because they are voluntarily conditional, unlike Special Permits. Voted: 4-1 (Gavin opposed)
