How the Dover Board of Selectmen voted, from the Board of Selectmen’s official minutes. 3 Selectmen elected townwide for three-year terms, one seat each year. Robert Springett joined the Board after the May 2018 election, replacing Candace McCann. Officers voted at the June 12, 2018 reorganization. Covers 35 meetings, June 12 to May 2, 2019.
A monthly email on what it voted on, starting in November.
What does the Board of Selectmen do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Board of Selectmen, votes the town budget and town bylaws.
"At X of Y meetings" counts the members the minutes list as present at the start of each meeting in this record. Members who step out are listed on each meeting page.

About missing minutes
Loaded: Dover Board of Selectmen minutes from January 11, 2018 through June 30, 2026, from the town’s Agenda Center. The town has not posted minutes for any meeting after June 30, 2026, or for eight earlier 2026 meetings (January 27, March 24, April 28, May 4, May 12, May 28, June 9 and June 15); in all, about 58 meetings since 2018 have an agenda online but no minutes. We list every meeting without minutes, and MassVoter is asking the town for them. Most minutes since 2020 are typed; about 70 from 2018 to early 2020 are scanned images, which MassVoter read with text recognition and checked by hand. Most Dover votes are recorded as unanimous or as a roll call by name, so we show each member’s vote. When the minutes give only the result, or a count without names (two 2-1 votes in 2019), we show that without guessing. Eleven motions that have no recorded vote are left out. Minutes of other committees filed in the same place (the Town Meeting Review, Board Membership Size and Police Chief Screening committees) are not loaded. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.
