Dover Board of Selectmen

How the Dover Board of Selectmen voted, from the Board of Selectmen’s official minutes. 3 Selectmen elected townwide for three-year terms, one seat each year. Officers voted May 23, 2023. Chair Robert Springett died in late 2023 (his last meeting was November 30, 2023). On December 11, 2023 the Board voted that Robyn Hunter would be Chair through February 29, 2024 and John Jeffries Chair from March 1, 2024. David Haviland won a special election on March 5, 2024 to fill the rest of Mr. Springett’s term and first sat on March 7, 2024. Covers 27 meetings, May 23 to May 2, 2024.

A monthly email on what it voted on, starting in November.

What does the Board of Selectmen do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Board of Selectmen, votes the town budget and town bylaws.

About missing minutes

Loaded: Dover Board of Selectmen minutes from January 11, 2018 through June 30, 2026, from the town’s Agenda Center. The town has not posted minutes for any meeting after June 30, 2026, or for eight earlier 2026 meetings (January 27, March 24, April 28, May 4, May 12, May 28, June 9 and June 15); in all, about 58 meetings since 2018 have an agenda online but no minutes. We list every meeting without minutes, and MassVoter is asking the town for them. Most minutes since 2020 are typed; about 70 from 2018 to early 2020 are scanned images, which MassVoter read with text recognition and checked by hand. Most Dover votes are recorded as unanimous or as a roll call by name, so we show each member’s vote. When the minutes give only the result, or a count without names (two 2-1 votes in 2019), we show that without guessing. Eleven motions that have no recorded vote are left out. Minutes of other committees filed in the same place (the Town Meeting Review, Board Membership Size and Police Chief Screening committees) are not loaded. We will ask the town to confirm any noted vote.
