Orleans Select Board

How the Orleans Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide. Same five members after the May 25, 2021 town election. On June 2, 2021 the board chose Mefford Runyon as Chair (4-0-0; Runyon is not listed in the roll call), Andrea Reed as Vice Chair (5-0-0) and Mark Mathison as Clerk (4-0-1, Mathison abstaining). Cecil Newcomb’s last meeting in the minutes is June 23, 2021; from July 2021 the minutes list four members. Michael Herman’s first meeting is November 3, 2021. Covers 44 meetings, June 2 to May 11, 2022.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

What Town Meeting decided

In Orleans, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Any registered voter can take part, and most votes are by voice or show of hands, so there is no list of who voted which way.

Titles are short descriptions of each article from the official record; the quoted words are the Town Clerk’s. A vote at Town Meeting is not the final word on everything: some articles also need a ballot vote (such as a tax override) or the Attorney General’s approval (bylaws).

About missing minutes

Loaded: Select Board minutes (called the Board of Selectmen until mid-2020) from January 8, 2020 through July 15, 2026, from the town’s online Agenda Center, which starts in January 2020. Orleans has no Select Board minutes online from before 2020 (not in the Agenda Center, the Document Center or the Archive Center), so 2018 and 2019 are not here; MassVoter will ask the Town Clerk for them. Also not here: minutes the town has not posted. 76 meeting dates since January 2020 have an agenda but no minutes, including most of the board’s meetings from September 2025 to May 2026 (September 10 and 24, October 2, November 12, 17 and 19, 2025; January 14, 21 and 28, February 4, 11 and 24, March 4, 18 and 25, April 1 and 29, and May 11, 2026), the May 17, 2023 reorganization meeting, and every meeting after July 15, 2026. Joint meetings are included, but only the Select Board’s own votes (not those of the Affordable Housing Trust, Finance Committee, Board of Health, school committees or Board of Water and Sewer Commissioners). Fifteen of the posted files are marked “Draft”; the March 2, 2022 minutes are posted as a Word file. Most of Orleans’s minutes are scanned copies; MassVoter read them with text-recognition software and checked doubtful votes against the page images. Orleans’s minutes give the mover and seconder for each motion. Until 2021 they usually say “approved 5-0-0” or “The vote was 5-0-0 with Mr. Mathison, Mr. Galligan, Mr. Runyon, Mr. Currier & Mr. Newcomb all voting aye by roll call”; since 2022 most votes read “All voted Aye. Motion carried: 5-0-0”, and when members split the minutes name who voted which way (“Ms. Reed vote No”). Since mid-2025 many votes are roll calls (“Ms. Shaw Reed - AYE; Mr. Herman - AYE”). When the minutes say all voted aye or give a count that matches the members present, we show every member present as voting yes; when they name the members who voted no or abstained, everyone else present as voting yes. Where the minutes give only a split count without names, list fewer (or more) members than were present, name a member twice, or give a count that does not match the members present, we show the count only and add a note. Votes with no count and no names (“the motion carried”) are shown with the result only. Motions with no vote written down are not shown. Members who stepped aside (recused) or had left are left out of that vote. We will ask the town to confirm any noted vote.
