How the Billerica Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide for three-year terms. Andrew Deslaurier served as Chairman, Edward Giroux as Vice Chairman and Kimberly Conway as Secretary, with George Simolaris and Michael Rosa (as the January 2018 minutes list them; this board was chosen in 2017, before the loaded years). The minutes call the board the Board of Selectmen. Covers 8 meetings, January 8 to April 9, 2018.
A monthly email on what it voted on, starting in November.
What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Select Board, votes the town budget and town bylaws.
From the agendas Billerica posts on its official site. Agendas can change; the posted agenda is the official one.
What Town Meeting decided
In Billerica, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Town Meeting members are elected by precinct; counts are from the town’s electronic voting.
Annual Town Meeting (Fall) · October 6, 2026 19 votes: 18 passed, 1 passed as amended
Sessions: Session 1 - October 6, 2026 (meeting continues; later sessions not yet posted)
Not here yet: Billerica posts only electronic voting reports, not Town Clerk minutes, so articles decided without an electronic vote are not here; the 2026 Fall Annual Town Meeting is still under way (Session 1 of October 6, 2026 only).
Titles are short descriptions of each article from the official record; the quoted words are the Town Clerk’s. A vote at Town Meeting is not the final word on everything: some articles also need a ballot vote (such as a tax override) or the Attorney General’s approval (bylaws).
"At X of Y meetings" counts the members the minutes list as present at the start of each meeting in this record. Members who step out are listed on each meeting page.

About missing minutes
Loaded: Billerica Select Board minutes from January 8, 2018 through August 17, 2026: 219 meetings and 3,564 votes. The town’s Agenda Center holds the board’s minutes back to 2010; MassVoter has loaded 2018 on. The board was the Board of Selectmen until 2020; the minutes begin calling it the Select Board in the fall of 2020 and are headed Select Board from December 2020. Most minutes from 2022 on are typed documents with searchable text; 84 files (2018 to 2021, two in 2022 and one in 2024) are scanned images, which MassVoter read with text recognition and checked where names or counts were unclear. Not here: executive-session minutes; cancelled meetings; meetings of two-member Select Board sub-committees and the 2025 Acting Town Manager negotiations committee; votes of the Billerica Housing Authority and other boards at joint meetings; meetings with an agenda but no posted minutes, among them June 15, 2020 (reorganization), November 16 and December 7, 2020, February 22, 2021, November 17, December 8 and December 15, 2025, and March 30, April 27 (reorganization), April 30, May 4, May 18 and June 1, 2026; dates where the file posted is the wrong one (April 23 and May 7, 2018 hold the April 27, 2018 dangerous dog hearing minutes, which are loaded once; April 8, 2019 repeats the March 4, 2019 minutes; June 16, 2025 repeats the June 26, 2025 minutes); and meetings after August 17, 2026 (the September 14 and 21 and October 5, 2026 minutes are not posted yet). Billerica’s minutes have used several forms: in 2018 and 2019 “It was voted: 4 – In Favor, 1 – Opposed (Selectman …)”, with dissenters, abstainers and absent members named; from 2020 to 2022 roll calls by name (“Selectman Rosa-AYE … Roll call vote (5-0)”); from 2022 to 2025 “unanimously voted 5-0-0” or a count with a roll call by name or the dissenters named; and since late 2025 a table with each member’s vote. A count equal to the members present, or unanimous wording, is shown as every member present voting yes. Some roll calls leave out a member who was at the meeting; that member is left out of that vote, with a note. Where the count and the names in the minutes disagree, or a split count names no one, we show the count only (49 votes), and where the minutes give no count or names we show the result only (21 votes). Members who recused themselves or were out of the room are not shown in that vote; members who arrived late or left early are shown only in the votes they were there for. A motion with no recorded outcome is not counted as a vote. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.

On the motion, Selectman Rosa stated he would feel more comfortable to ask the Town Manager to speak with the State and Contractor to see if there was some mutual way that the project could be scaled down. He would be more comfortable if the motion was amended to see if there could be some kind of mutual consideration to the residents in that section. Selectman Rosa mentioned that the residential portion of the Middlesex Turnpike outweighs the industrial portion. He also stated that originally the project was going all the way down to Concord Road, but did not so as not to impact residents. Discussion on the motion continued. Mr. Curran cautioned about the impact that this action could have on future State projects. The motion on the floor was seconded by Selectman Rosa.
