Medway Select Board

How the Medway Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide. The Board of Selectmen had five members: Chair Maryjane White, Vice Chair Richard D’Innocenzo, Clerk Dennis Crowley, John Foresto and Glenn Trindade. MassVoter has loaded this board’s minutes from January 2, 2018 on. Covers 17 meetings, January 2 to May 31, 2018.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

About missing minutes

Loaded: Select Board minutes (called the Board of Selectmen until early 2021) from January 2, 2018 through September 8, 2026. Minutes from 2024 on come from the town’s meetings page, one file per meeting; minutes from 2018 to 2023 come from the town’s meetings archive, which posts each year’s agendas and minutes as one zip file (the archive goes back to 1964), so for those years the minutes link opens that year’s zip file. Not here: minutes after September 8, 2026 (September 21 and October 5, 2026 are not posted yet); about 35 dates from 2018 to 2023 that have an agenda in the archive but no minutes (some may have been cancelled or held at Town Meeting); April 24, May 1, July 1, October 24 and November 11, 2024; March 12, April 12 and April 22, 2025 (sessions at other boards’ meetings, a legislative breakfast and a hearing listed on the meetings page without minutes); and November 18, 2024, where the meetings page posts the agenda in place of the minutes. Joint meetings with other boards are included, but only the Select Board’s own votes. Medway’s minutes are typed and give the mover, the seconder and a three-number count for almost every vote (“VOTE: 5-0-0”); split votes usually name the members who voted no or abstained (“VOTE: 4-1-0. Mr. Crowley voted against.”), and remote meetings in 2020 and 2021 and executive-session votes use roll calls listing each member. The minutes do not always write the count in the same order, so we follow the names, not the order of the numbers. When the count matches the members present with no one named as voting no, we show every member present as voting yes; when the minutes name the members who voted no or abstained and the count adds up, we show everyone else present as voting yes. Members who arrived late, left early or recused are left out of the votes they missed when the minutes or the count show it. Where the minutes give a split count without names, a roll call leaves out a member who was there or names one the attendance line does not show, or the count does not match the members present, we show the count only and add a note. Motions written down with no vote after them (most were withdrawn or replaced by an amended motion that was voted on) are not included, since the minutes do not say how they came out. We will ask the town to confirm any noted vote.

Yes: Foresto, Trindade, WhiteNo: Crowley

From the minutes

“Selectman Foresto moved that the Board authorize the Chair to execute the contract with P.J. Albert, Inc. for roadway milling and reclamation subject to the unit prices as bid and to funding in year two. Selectman Trindade seconded. Discussion: Selectman Crowley stated his concerns that: (1) this vendor’s bid was 50% lower than that of the next bidder, (2) there was no performance bond associated with this contract, and (3) the Town has not worked with this vendor in the past. Town Counsel Reich stated that per State statute, a performance bond is not required. Selectman Crowley requested a report of any balance of project related funds at the end of Fiscal Year 2019. Vote: 3-1-0(Crowley opposed)..” (Motion: Foresto, second: Trindade)

April 17, 2018: Authorize the Chair to execute the Fiscal Year 2019 Enterprise Funds Indirect Cost Allocation Agreement

ApprovePassed · 3–1

Selectman Foresto moved that the Board authorize the Chair to execute the Fiscal Year 2019 Enterprise Funds Indirect Cost Allocation Agreement.

Yes: D’Innocenzo, Foresto, WhiteNo: Crowley

From the minutes

“Selectman Foresto moved that the Board authorize the Chair to execute the Fiscal Year 2019 Enterprise Funds Indirect Cost Allocation Agreement. Selectman D’Innocenzo seconded. Discussion: Selectman Crowley stated that he will vote against this as he is in disagreement with the percentage allocations noting that the actual numbers are spot on. He will put off further discussion regarding this for the FY2020 budget discussions, specifically the $26 million School budget allocations as part of the indirect cost allocation. Ms. Pratt noted that if the school numbers were removed, the percentages would be much higher. She directed the Board to the section in the budget book for the Department of Public Services (DPS) labor distribution noting those numbers were utilized to determine the allocations. Selectman Foresto noted that in order to get a true percentage, we would need to change how we are tracking this data and we currently do not have this data tracking capability. He is not sure how we could obtain the data that Selectman Crowley requested. Selectman Crowley stated he wants to change the current Budget process moving forward and obtain this information ahead of time to facilitate discussion. VOTE: 3-1-0(Selectman Crowley voted against).” (Motion: Foresto, second: D’Innocenzo)
