Holbrook Select Board

How the Holbrook Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide for three-year terms. The 2020 town election was moved to June 27, 2020 because of COVID-19; Lindsy Vayda was re-elected and the same five members served. On July 8, 2020 the board chose Daniel Lee as Chairman (3-2), Joshua Reilly as Vice-Chairman (3-2, after a motion to name Pamela Campanella failed 2-3) and Lindsy Vayda as Clerk (5-0). Covers 14 meetings, July 8 to March 10, 2021.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

About missing minutes

Loaded: 151 Holbrook Select Board meetings with minutes, from January 8, 2020 through February 4, 2026, including three meetings of the board sitting as the Personnel Board and the August 10, 2022 joint meeting with the Finance Committee (only the Select Board’s votes are shown). These come from the town’s Agenda Center, which holds the board’s minutes from January 2020 on. Not here: minutes from before 2020, which are not on the town’s website; meetings whose minutes were never posted, including July 22 to October 7, 2020, most of the summer and fall of 2021, January 3 to May 1, 2024, and every meeting after February 4, 2026 (the town calendar lists 27 Select Board meetings from July 2025 to July 2026 with no minutes online). MassVoter is asking the town for these minutes. Holbrook’s minutes usually record a roll call that names each member’s vote (“Roll Call Vote: 4-0. Vayda voting yes, Reilly voting yes, Campanella voting yes, and Lee voting yes”); some give only a count (“Motion passed 4-0”). When the count matches the members present, each member is shown voting as recorded. Some minutes, mostly from 2020 to 2025, have roll calls that leave out a member who was present, list a member as absent while recording him or her voting, or give a count that does not match the names; those 84 votes show the count only, with a note. 2 votes record no count and show the result only. Three minutes files are scans and were read by text recognition (January 26 and February 16, 2022; August 2, 2023). We will ask the town to confirm any noted vote.
