How the Carlisle Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide for three-year terms. Travis Snell joined the board after the May 10, 2022 town election, succeeding Luke Ascolillo. On May 24, 2022 the board re-elected Barney Arnold as Chair, David Model as Vice Chair and Nathan Brown as Clerk in one motion, 4-1 (roll call; Nathan Brown voted nay, saying the offices should rotate). Covers 32 meetings, May 24 to May 23, 2023.
A monthly email on what it voted on, starting in November.
What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Select Board, votes the town budget and town bylaws.

Loaded: Carlisle Select Board minutes from January 9, 2018 through September 8, 2026: 247 meetings and 1,946 votes. The town’s Agenda Center holds the board’s minutes back to 2006; MassVoter has loaded 2018 on. The October 17, 2020 Special Town Meeting renamed the Board of Selectmen the Select Board; the minutes use the new name from October 27, 2020. Most minutes are typed documents with searchable text; 36 sets from 2018 to 2021 have no usable text (35 scanned images and one file with a garbled text layer), which MassVoter read with text recognition and checked where names were unclear. Not here: executive-session minutes; cancelled meetings; votes of the Finance Committee, Planning Board, Board of Health, School Committee, Library Trustees and other boards at joint meetings (two joint meetings are recorded only in the other board’s minutes, which show no Select Board vote); meetings with an agenda but no posted minutes (among them May 29, 2018 (the minutes link leads to a missing file), October 22, 2019, June 8, 2021, December 7, 2021, May 4, 2022 (the file posted is a draft of the May 24, 2022 minutes), September 13, 2022 (the file posted is a draft of the October 11, 2022 minutes), February 16, 2023 (the file posted is the February 28, 2023 minutes), September 12, 2023, May 7, 2024, July 23, 2024 (the agenda is posted in place of minutes) and August 13, 2024 (the minutes link opens an empty file)); and meetings after September 8, 2026 (the September 22 and October 6, 2026 minutes are not posted yet). Carlisle’s minutes usually read “On the motion made by … and seconded by …, it was unanimously VOTED” or “The motion carried by unanimous voice vote,” which is shown as every member present voting yes. Whenever a member takes part remotely (and at every meeting from March 2020 to 2022) the board votes by roll call (“ROLL CALL VOTE: B. Arnold-Aye, N. Brown-Nay, …”), shown by name; some roll calls list a member with no vote or leave a member out, and that member is left out of that vote, with a note. Members who abstain or vote no are usually named. Where a split count names no one (“VOTED (3-2)”) we show the count only, with a note (16 votes), and where the minutes say only “it was VOTED” with no count or names we show the result only (47 votes). Members who recused themselves are not shown in that vote; members who arrived late or left early are shown only in the votes they were there for. A motion with no recorded outcome is not counted as a vote. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.
