Bourne Select Board

How the Bourne Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide. Same five members (Melissa Ferretti and Peter Meier were re-elected in May 2025). On May 27, 2025 the board chose Melissa Ferretti as Chair, Anne-Marie Siroonian as Vice Chair and Jeanne Azarovitz as Clerk (each 5-0). Covers 45 meetings, May 27 to May 19, 2026.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

What Town Meeting decided

In Bourne, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Any registered voter can take part, and most votes are by voice or show of hands, so there is no list of who voted which way.

Titles are short descriptions of each article from the official record; the quoted words are the Town Clerk’s. A vote at Town Meeting is not the final word on everything: some articles also need a ballot vote (such as a tax override) or the Attorney General’s approval (bylaws).

About missing minutes

Loaded: Select Board minutes from December 2, 2024 through September 8, 2026. That is everything the town has posted: its online Agenda Center has Select Board postings only from January 2025 on, and the minutes of the board’s last few 2024 meetings appear only inside January 2025 meeting packets. Minutes from 2018 to November 2024 are not online (the old town website that held them is gone), so MassVoter cannot show them. Bourne usually posts minutes inside the meeting packet rather than as a separate file: the minutes of a meeting are placed at the front of that meeting’s packet, and earlier meetings’ minutes appear later in the packet for approval. MassVoter dates each set of minutes by the meeting it records and links to the packet page where it starts. Most are typed; 8 sets were scanned pages, which MassVoter read with text-recognition software. Released executive-session minutes are included as separate meetings. Not here: meetings that have an agenda but no minutes online, including the January 14, 2025 regular meeting, the August 27, 2025 goal-setting workshop, the July 10, 2026 retreat and several short meetings (site visits, Town Meeting nights, Moderator’s meetings and meetings the board attended as guests); executive-session minutes the town has not released; and every meeting after September 8, 2026. Bourne’s minutes give the mover, the seconder and the result of each motion, usually as a roll call naming each member’s vote (“Roll Call Vote: Jeanne Azarovitz – yes, … 5-0-0”) or as a count (“Vote: 5-0-0”). When the count matches the members present, we show every member present as voting yes, and when the minutes name the members who voted no or abstained, everyone else present as voting yes. Where the minutes give only a split count without names, a roll call leaves out a member who was there, names one who was not, or lists a member twice, or the count does not match the members present, we show the count only and add a note. Members who stepped aside (recused) or had not yet arrived are left out of that vote. Votes taken by other boards at joint meetings are not included; where the Select Board voted jointly with another board to fill a vacancy, only the Select Board members’ votes are shown. We will ask the town to confirm any noted vote.

April 14, 2026: Recommend sending the letter with the recommended edits, authorizing the Chair sign the letter on behalf of the Select Board, and c.c.-ing the Select Board as MJ Mastrangelo requested

ApprovePassed · 3–1

To recommend sending the letter with the recommended edits, authorizing the Chair sign the letter on behalf of the Select Board, and c.c.-ing the Select Board as MJ Mastrangelo requested. Ms. Mastrangelo asked if they could put something in the letter about having Upper Cape Tech representatives meet with the Select Board to communicate after they have gathered the information. She said they offered a meeting with the Bourne Public Schools, and she thinks if they offer a meeting with Upper Cape Tech, it is a way to start to work with them. Chair Ferretti said that this is not an attack on anyone, as it is their fiduciary responsibility to the town and the taxpayers. She does not think that having a meeting needs to be in this letter. She said that they of course would want to collaborate and have meetings later. Mr. Meier said he thinks if they send the letter in this format, they are cutting off the chance to work collaboratively. He thinks there should be an email to the Superintendent. He said they afforded the courtesy to the Bourne Public Schools, and he feels that same courtesy and respect should be given to Upper Cape Tech. Ms. Siroonian said that she thinks this as a different situation. She said the conversation with the Bourne Public Schools was a budget issue. She said they shouldn't send an email and deliberate through it. She added that the letter simply asks for information, and then there can be collaboration based on the data to make better informed decisions.
