How the Whitman Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide. The board reorganized on June 26, 2018. Brian J. Bezanson became Clerk. Covers 24 meetings, June 26 to May 14, 2019.
A monthly email on what it voted on, starting in November.
What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Select Board, votes the town budget and town bylaws.
Under the state Open Meeting Law, boards post notice at least 48 hours ahead, not counting weekends and legal holidays.
What Town Meeting decided
In Whitman, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Any registered voter can take part, and most votes are by voice or show of hands, so there is no list of who voted which way.

Not here yet: the May 2026 Annual Town Meeting and any Special Town Meetings after June 11, 2025 (no voted record posted on the Town Clerk's Town Meetings & Reports page yet).
Titles are short descriptions of each article from the official record; the quoted words are the Town Clerk’s. A vote at Town Meeting is not the final word on everything: some articles also need a ballot vote (such as a tax override) or the Attorney General’s approval (bylaws).
"At X of Y meetings" counts the members the minutes list as present at the start of each meeting in this record. Members who step out are listed on each meeting page.

About missing minutes
Not here yet: we have loaded the Select Board’s minutes from January 2018 through September 8, 2026. The town has posted an agenda but no minutes for ten meetings in that time (for example February 5, 2020, February 7, 2024, and August 4, 2026), and minutes after September 8, 2026, are not posted yet. All minutes are typed; one file was a scan that we read with text recognition. Most votes are recorded as a count, such as 5-0 or 3-2 with the members who voted no named, or as a roll call. From May 2024 to May 2025 the minutes usually say only that a motion “carried,” without a count or names; for those 211 votes we show the result but not how each member voted. A few votes where the count does not match the members present, or where members chose between candidates instead of voting yes or no, are shown with a note and without individual votes. Votes by other boards at joint meetings (such as the School Committee, Finance Committee or Hanson Select Board) are not included. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.

To deny the request of Dinesh Kumar Patel to approve an additional All Alcohol Package Goods Store Liquor License to be assigned to DJ's Country Store; and not to support the process required to obtain said additional license
“Mr. Lambiase MOVED to deny the request of Dinesh Kumar Patel to approve an additional All Alcohol Package Goods Store Liquor License to be assigned to DJ's Country Store; and not to support the process required to obtain said additional license. Second Mr. Bezanson for discussion. Mr. Lambiase stated that he feels the guidelines regarding the number of licenses available are put in place for a reason. If the population increases and an additional license becomes available, it should be on a first come, first serve basis. Mr. LaMattina agreed. Mr. Bezanson reminded the Board of discussions held regarding retail marijuana where the decision was ultimately made to let the people decide. Mr. Lambiase stated that if this request is approved, it will open the door for others who hold a beer and wine license to come and ask for an all alcohol license. Chairman Kowalski agreed and asked for a vote in connection with the motion on the floor. So voted 3-2. (Mr. Salvucci and Mr. Bezanson voted against denying the request of Mr. Patel).” (Motion: Lambiase, second: Bezanson)

To table action on the amended agreement between the Towns of Whitman and Hanson with respect to the Regional School District in order to allow for Mr. Lynam to prepare a comparative analysis of the original agreement and the amended agreement
Randolph G. LaMattina then moved not to accept the amended agreement. The chair noted that Mr. Lambiase's motion was already on the floor, and Mr. Lambiase declined to withdraw it. The minutes record a 5-0 vote on "the motion on the floor" without naming it; since the vote was 5-0, every member present voted yes.
From the minutes
“Mr. Lambiase stated he is not prepared to vote on this issue this evening, and MOVED to table action on the amended agreement between the Towns of Whitman and Hanson with respect to the Regional School District in order to allow for Mr. Lynam to prepare a comparative analysis of the original agreement and the amended agreement. Second Mr. Bezanson. ... Chairman Kowalski noted the previous motion made by Mr. Lambiase. When asked by Chairman Kowalski to withdraw his motion, Mr. Lambiase refused. A brief discussion ensued, and Mr. Lynam agreed to contact the region and advise of the Board's concerns. Chairman Kowalski asked for a vote in connection with the motion on the floor. To continue with the current method of assigning liaisons (chairman's discretion) until such time that we have other information that would cause us to change the practice
“Mr. Bezanson MOVED to continue with the current method of assigning liaisons (chairman's discretion) until such time that we have other information that would cause us to change the practice. Second Mr. Salvucci for discussion. Mr. Lambiase stated that he would like to see this issue dealt with in short order rather than "until such time". He would in fact, like to see something presented to the Board at the next meeting. Mr. Bezanson amended the motion as follows: to continue the current method of assigning liaisons (chairman's discretion); and to instruct Assistant Town Administrator Lisa Green to prepare operational guidelines for operation of the Board of Selectmen for review at the August 28, 2018, meeting. Second Mr. Salvucci. Chairman Kowalski advised Mr. Lamattina that he is willing to talk about his assignments if he wishes to do so. He went on to explain that his reason for assigning Mr. Lamattina to the WHRSC was because in the past, Mr. LaMattina had expressed interest, as well as disappointment, with the schools. Mr. Lamattina stated that he has an interest is every aspect of this government; and it is the success of these people that he is interested in. Mr. Salvucci suggested that board members be assigned to departments where they will not face a conflict of interest. Mr. Bezanson stated that he has been a member of this board for 15 years and the assignments have changed almost every year. He has always been under the assumption that changes were made in order to give each member a broader sense of how the town operates. Mr. Lamattina stated that he appreciates Mr. Bezanson's statement; however, he does not feel that this was a universal shake-up as there were members whose assignments did not change. Following a brief discussion regarding the changes to the liaison assignments, Chairman Kowalski asked for a vote in connection with the motion on the floor. So voted 4-1 (Mr. LaMattina voted against).” (Motion: Bezanson, second: Salvucci)
