“Mr. Bezanson MOVED to continue with the current method of assigning liaisons (chairman's discretion) until such time that we have other information that would cause us to change the practice. Second Mr. Salvucci for discussion. Mr. Lambiase stated that he would like to see this issue dealt with in short order rather than "until such time". He would in fact, like to see something presented to the Board at the next meeting. Mr. Bezanson amended the motion as follows: to continue the current method of assigning liaisons (chairman's discretion); and to instruct Assistant Town Administrator Lisa Green to prepare operational guidelines for operation of the Board of Selectmen for review at the August 28, 2018, meeting. Second Mr. Salvucci. Chairman Kowalski advised Mr. Lamattina that he is willing to talk about his assignments if he wishes to do so. He went on to explain that his reason for assigning Mr. Lamattina to the WHRSC was because in the past, Mr. LaMattina had expressed interest, as well as disappointment, with the schools. Mr. Lamattina stated that he has an interest is every aspect of this government; and it is the success of these people that he is interested in. Mr. Salvucci suggested that board members be assigned to departments where they will not face a conflict of interest. Mr. Bezanson stated that he has been a member of this board for 15 years and the assignments have changed almost every year. He has always been under the assumption that changes were made in order to give each member a broader sense of how the town operates. Mr. Lamattina stated that he appreciates Mr. Bezanson's statement; however, he does not feel that this was a universal shake-up as there were members whose assignments did not change. Following a brief discussion regarding the changes to the liaison assignments, Chairman Kowalski asked for a vote in connection with the motion on the floor. So voted 4-1 (Mr. LaMattina voted against).” (Motion: Bezanson, second: Salvucci)

To establish a moratorium on out of state travel for one year; and to adopt the Travel and Expense Reimbursement Policy following the removal of all references to pre-approval for travel
“Mr. Bezanson MOVED to establish a moratorium on out of state travel for one year; and to adopt the Travel and Expense Reimbursement Policy following the removal of all references to pre-approval for travel. Second Mr. Salvucci for discussion. Mr. Lambiase reminded the Board that there is currently a department head who is planning to travel to Orlando, FL in October for training. The Board agreed that if approved, said department head will be exempt from the moratorium for one time only due to the fact that registration for the conference, hotel reservations and the airline flight have already been arranged. Hearing nothing further, Chairman Kowalski called for a vote in connection with the motion on the floor. So voted 5-0.” (Motion: Bezanson, second: Salvucci)
