North Reading Select Board

How the North Reading Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide for three-year terms. Catherine Morrin, elected on May 6, 2025, joined the board and Richard Wallner was re-elected; Liane Gonzalez left it (her last meeting was May 5, 2025). On May 7, 2025 the board chose Stephen O’Leary as Chair (4-1), Richard Wallner as Vice Chair (5-0) and Catherine Morrin as Clerk (5-0). Covers 32 meetings, May 7 to May 4, 2026.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

About missing minutes

Loaded: North Reading Select Board minutes (the board was called the Board of Selectmen until fall 2018) from January 8, 2018 through September 8, 2026: 250 meetings and 2,724 votes. The town’s Document Center holds the board’s minutes back to 1983 (MassVoter has loaded 2018 on). The minutes are typed documents with searchable text, except 27 sets from late 2021 and 2022 that were posted as scanned images; MassVoter read those with text recognition and checked the votes. Not here: executive-session minutes; minutes the board approved but the town has not posted (June 9 and December 17, 2020, and February 12, 2024, among others); February 23, 2026, when the regular meeting was cancelled for a winter storm and the chair alone opened it only to continue hearings; and meetings after September 8, 2026 (not posted yet). Since 2018 the minutes record most votes as a roll call naming each member (“VOTED BY: MR. TYLER AYE, MRS. MORRIN AYE, MR. WALLNER AYE, MR. O’LEARY AYE, MR. MASSE NAY. VOTED: 4-1 (PASSED)”), and we show each member’s vote as recorded. Where only a count is given, a count that matches the members present with no one named as voting no is shown as every member present voting yes, and members the minutes name as absent, abstaining or recused are left out. Where a roll call lists a member twice, names a member the minutes do not show as present, or does not match its stated count, or a split count does not name who voted no, we show the count only, with a note. In appointments and officer elections the members each say the name of the person they choose; when every member who voted named the same person (or the same list of people), each is shown as voting yes, with a note, and when they named different people we show the result only, with the names quoted in a note. Motions that were withdrawn or got no second, with no vote recorded, are not listed. At joint meetings, only the Select Board’s own votes are shown. We will ask the town to confirm any noted vote.
