How the Needham Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide. Marcus Nelson and Lakshmi Balachandra joined the board after the April 2021 town election; Maurice P. Handel and John A. Bulian left. On April 14, 2021 the board chose Matthew Borrelli as Chair and Marianne Cooley as Vice Chair (each 4-0-1, Lakshmi Balachandra abstaining) and Lakshmi Balachandra as Secretary/Clerk (5-0). Lakshmi Balachandra resigned in September 2021; on September 28, 2021 the board appointed Marcus Nelson as Clerk (4-0). Kevin Keane joined the board after the December 7, 2021 special town election. Covers 25 meetings, April 14 to April 5, 2022.
A monthly email on what it voted on, starting in November.
What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Select Board, votes the town budget and town bylaws.

"At X of Y meetings" counts the members the minutes list as present at the start of each meeting in this record. Members who step out are listed on each meeting page.
Loaded: Select Board minutes (called the Board of Selectmen until 2019) from January 9, 2018 through August 3, 2026, from the town’s online Archive Center, which holds Select Board minutes back to 2006 (MassVoter has loaded 2018 on). Joint meetings with other boards are included, but only the Select Board’s own votes. Not here: executive-session minutes; minutes of the board’s two-member subcommittees; minutes the town has not posted for 23 other meeting dates that have an agenda in the Archive Center: March 13, April 9 and April 24, 2018; March 26, 2019; April 29, 2020 (joint meeting with the Council of Economic Advisors), August 11, 2020 (joint meeting with the Affordable Housing Trust), November 3, 2020 (executive session) and November 19, 2020; March 15, April 27, October 21, October 25, November 16 (executive session), November 23, November 30 and December 14, 2021; October 24 and November 9, 2022; January 9, January 18 and October 30, 2023; November 25, 2024; and June 23, 2025; and every meeting after August 3, 2026 (the town usually posts minutes about two months after a meeting). The minutes are typed PDFs with a text layer, except 2 scanned files from 2018–2019 that MassVoter read with text recognition. Needham’s minutes give the mover and seconder of each motion and the result, almost always with a count (“Unanimously approved 5-0”, “Approved 4-1, with Mr. Levy against”), and sometimes a roll call by name. When the minutes say the vote was unanimous and the count matches the members present, we show every member present as voting yes; when they name the members who voted no or abstained and the count adds up, everyone else present is shown voting yes. Where a count does not match the members the minutes show as present, or a split count does not say who voted which way, we show the count only and add a note. Members who stepped aside (recused), had not yet arrived or had left are left out of that vote. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.

August 17, 2021: Not have any special municipal employee designation for those who serve on boards and committees
The Select Board vote to not have any special municipal employee designation for those who serve on boards and committees.
Yes: BalachandraNo: Borrelli, Cooley, Matthews, Nelson
“Motion by Ms. Balachandra that the Select Board vote to not have any special municipal employee designation for those who serve on boards and committees. Second: Mr. Nelson. Mr. Nelson suggested a Code of Conduct be enacted in order to continue having special municipal designations. Mr. Borrelli said a goal of the Select Board is to have a Code of Conduct manual, agreeing with Mr. Nelson that the time is now, especially as there is member turnover. He said the current list of designees would be under the impression the designation would continue, noting to remove a designation without a public hearing and further discussion would be completely unfair. Ms. Cooley noted Ms. Balachandra's motion is challenging in many ways. She said all municipal employees are required to comply with the state ethics law. She said there is value in having the designation, but more clarity on a Code of Conduct is necessary. She said the reason for the designation is so people can do the work to assist the town on boards and committees and to live their life in Town. Discussion continued on the role of special and regular municipal employees, their volunteer service in town, and conflict of interest laws. Mr. Matthews commented eliminating the entire list will affect the lives of hundreds of people who work in Needham. He said a posted public hearing should be held to inform the public of what has been proposed and so everyone can be heard and make an informed community decision. He said he will vote no on Ms. Balachandra's motion. Ms. Balachandra said she is very familiar with conflict-of-interest laws, noting many emails have been received and is one of the reasons to think about eliminating the special designation because of ethics concerns before the Select Board. She said it is affecting the lives of many citizen's, but you can do business with the Town, but you don't have to serve on the Board at the same time. She said there must be a clear delineation between business and service. Ms. Balachandra said the integrity of the conversation with a biased perspective leading the discussion and vote is not appropriate and a slippery slope. She concluded saying there is no need to serve on a board if you would like to do business with the Town. Mr. Borrelli cautioned Ms. Balachandra on the difference between a violation and an accusation, and anyone can discuss any question of ethics with Town Counsel. Mr. Borrelli called for the vote. Motion failed 1-4 by roll call vote. Mr. Nelson, Ms. Cooley, Mr. Matthews, and Mr. Borrelli voted no..” (Motion: Balachandra, second: Nelson)
