How the Everett City Council voted, from the City Clerk's official minutes. 11 councilors: one from each of the city’s 6 wards and 5 elected at large. Elected November 2, 2021; organized January 3, 2022. Council Presidents (the council elects its President each January): John F. Hanlon for 2022 (second ballot, 6 to 5 over Stephanie Martins) and Michael Marchese for 2023 (7 votes to 3 for Stephanie Martins, January 3, 2023). The minutes record no Vice President. Seats: Wayne A. Matewsky (Ward 1), Stephanie Martins (Ward 2), Anthony DiPierro (Ward 3), Jimmy Le (Ward 4), Vivian Nguyen (Ward 5), Alfred Lattanzi (Ward 6); John F. Hanlon, Michael Marchese, Stephanie Smith, Richard Dell Isola and Irene Cardillo (at large). Anthony DiPierro resigned in May 2022 (his last meeting was May 9, 2022); Darren Costa held the Ward 3 seat from June 13, 2022. Jimmy Le is not on the Members Present lists from May 9, 2022 until October 23, 2023. John Burley was elected Clerk of Committees. Covers 57 meetings, January 3 to December 26, 2023.
A monthly email on what it voted on, starting in November.
What does the City Council do? It is the city’s lawmaking body. It passes local laws (ordinances), votes on the yearly budget, and approves borrowing and zoning changes.
The mayor runs the city day to day and proposes the budget.

"At X of Y meetings" counts the roll call at the start of each meeting in this record. Councilors who step out are listed on each meeting page.
Loaded: every full Everett City Council meeting with posted minutes from January 3, 2022 through August 3, 2026: 132 meetings (regular meetings, special meetings, the January organizational meetings, and joint conventions with the School Committee) and 2,803 votes. The city’s website says its online minutes are “only a synopsis of the meeting action” and that the official minutes are kept at the City Clerk’s Office; MassVoter uses the minutes the city posts online. Council committee meetings are not loaded. At the joint conventions with the School Committee (the yearly budget presentation), only the councilors’ votes are shown. The city also posts short “REPORT” summaries for a few 2020 and 2021 meetings (November 23, 2020 and January 11, February 8, March 8 and April 12, 2021) that mark items “PASSED” without names; they are not loaded. Not here: meetings with an agenda but no posted minutes (April 10, 2023 and the October 4, 2022 joint convention; MassVoter is asking the City Clerk), and meetings after August 3, 2026: the September 14 and September 28, 2026 minutes are not posted yet (the city reported a cybersecurity incident in early September 2026 and City Hall reopened September 21). Most minutes from 2022 through January 2026 are scanned images; MassVoter read them from the page images, and transcribed by hand eight pages of the August 8, 2022 minutes that are too faint for machine reading. Everett’s minutes record each vote in a box: the motion, who moved and seconded it, the result (“Passed [9 TO 1]”) and, for a roll call, the councilors voting yes (AYES), no (NAYS) and away. We show roll calls by name as recorded; councilors listed as “away” are left out of that vote, and a councilor who was at the meeting but is not on a roll call is left out of that vote, with a note. Many motions are recorded as “Passed [0 TO 0]” with no names, which is how the minutes show a vote taken without a roll call; we show the result only (1,398 votes), except where the minutes say the motion passed unanimously, where every councilor present is shown voting yes, with a note. Motions whose result line is blank (“[0 TO 0]” with no “Passed” or “Failed”) are not loaded (55), nor are 8 where the result line and the text of the minutes disagree. Some result lines print “Passed” on a vote the count shows did not carry (for example “Passed [2 TO 9]” or a 5-to-5 tie); those are shown as failed, with a note. Votes to elect the Council President where councilors named different people show the result only, with the names quoted. We will ask the city to confirm any noted vote.
Most council votes are unanimous. These are the ones where at least one councilor voted no or abstained, newest first.
