Stoneham Select Board

How the Stoneham Select Board voted, from the Select Board’s official minutes. 5 Select Board members elected townwide for three-year terms. Raymie Parker joined the board after the April 2018 town election, succeeding Thomas Boussy. On April 10, 2018 the board chose Anthony Wilson as Chair (4-1, Caroline Colarusso voting no), Shelly MacNeill as Vice Chair and Raymie Parker as Clerk (5-0). No minutes are posted for September 2018 to early January 2019. On February 20, 2018 the board had accepted a warrant article for a home rule petition to rename the Board of Selectmen; the minutes use “Select Board” from January 22, 2019, and on February 5, 2019 State Representative Day told the board the name change had passed the Legislature. Anthony Wilson’s last meeting was March 19, 2019. Covers 23 meetings, April 10 to March 19, 2019.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

What Town Meeting decided

In Stoneham, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Any registered voter can take part, and most votes are by voice or show of hands, so there is no list of who voted which way.

Titles are short descriptions of each article from the official record; the quoted words are the Town Clerk’s. A vote at Town Meeting is not the final word on everything: some articles also need a ballot vote (such as a tax override) or the Attorney General’s approval (bylaws).

About missing minutes

Loaded: Stoneham Select Board minutes from January 9, 2018 through May 4, 2026: 237 meetings and 1,973 votes. The town’s Agenda Center holds the board’s minutes back to 2016; MassVoter has loaded 2018 on. Until early 2019 the board was the Board of Selectmen; in February 2018 the board accepted a Town Meeting article for a home rule petition to rename it, the minutes use “Select Board” from January 22, 2019, and on February 5, 2019 State Representative Michael Day told the board the name change had passed the Legislature. The minutes are typed documents with searchable text (the October 21, 2019 minutes are posted as a Word file). Not here: executive-session minutes; cancelled meetings; votes of the School Committee, Finance and Advisory Board, Planning Board, Housing Authority and Library Trustees at joint meetings; public engagement sessions and other events the board attended without holding its own business; meetings with an agenda but no posted minutes (among them June 19, September 11 and 18, October 2 and 16, November 5 and 20, 2018, where no minutes are posted from late August 2018 to January 2019; several joint budget meetings with the School Committee and the Finance and Advisory Board from 2019 to 2026; and August 12, 2025, where the agenda is posted in the minutes slot); four dates where the file posted as minutes is another meeting’s minutes or the agenda (March 27, 2018, 9:00 p.m.; June 6, 2018; February 12, 2019; April 29, 2025); and meetings after May 4, 2026 (the minutes of May 19, June 2, June 16 and June 23, 2026 and later meetings are not posted; since June 2026 the board’s agendas are posted on the town calendar and in the Document Center, not in the Agenda Center). Stoneham’s minutes name the mover and seconder. Most votes since 2020 are roll calls that list every member by name (“A roll call vote was taken. Voting in favor: … Voting against: … Motion passes (4-1)”), shown as each member’s vote. Other votes read “Voted unanimously,” shown as every member present voting yes, or give a count with the members who voted no or abstained named (“Voted (4-1) with Lau voting in the negative”), shown with the other members present voting yes. Where the count and the members named or present do not match (for example a roll call that lists four names under a 4-1-0 count “with Bilbo abstaining”), we show the count only (23 votes); two votes where members chose between nominees show the result only. Members who recused themselves or left the room are not shown in that vote. A motion with no recorded outcome is not counted as a vote. We will ask the town to confirm any noted vote.
