Raynham Select Board

How the Raynham Select Board voted, from the Select Board’s official minutes. 3 Select Board members elected townwide. Joseph Pacheco chaired the board from May 2021. Covers 44 meetings, May 4 to April 26, 2022.

A monthly email on what it voted on, starting in November.

What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Select Board, votes the town budget and town bylaws.

What Town Meeting decided

In Raynham, Town Meeting — not the Select Board — votes the town budget, bylaws and zoning. Raynham has not posted official results of its 2024–2026 Town Meetings online, so they are not here yet. We will add them when the Town Clerk’s records are available.

What we checked: No official results found online for any Raynham Town Meeting since January 2024 (Annual May 20, 2024; Special Nov 19, 2024; Special Jan 14, 2025; Annual May 19, 2025; Special Aug 5, 2025; Special Nov 17, 2025; Annual May 18, 2026). The town website posts only warrants, and the newest Annual Town Report online is 2020; ask the Town Clerk for the certified votes.

About missing minutes

Loaded: Select Board (formerly Board of Selectmen) minutes from January 2016 through July 14, 2026, as posted on the town website. Not here yet: minutes after July 14, 2026. Raynham’s minutes from 2016 to mid-2022 are written as sentences, usually naming all three members (for example, one member moves, another seconds, and the third “made it unanimous”); we show those votes as written. Since mid-2022 each vote gives the mover, the seconder and a count such as “3-0-0”, and often a roll call by name. When the count matches the members present with no one voting no, every member present is shown as voting yes; members named as voting no or abstaining are shown that way. Votes recorded only as “It was so voted” (no count, no names) show the result only, and votes that name only some of the members present show the count only, with a note. Motions the minutes record without any vote (a motion and a second with no result) are not listed. Some minutes were posted twice; each meeting appears once. We will ask the town to confirm any noted vote.

AppointFailed · 1–2

To appoint Ms. Coleen Morse to the full-time position of Animal Control Officer per search committee recommendation, subject to contract review at the next Board of Selectmen's Meeting on March 15, 2022. Ms. Riley seconded the motion for discussion. She asked for clarification from the Town Administrator on the number of individuals who applied for the position. Mr. Waters informed that there was a total of 95 applicants. It was determined that three applicants were worth consideration. Two candidates were put forth for an interview with one candidate withdrawing from the process. Ms. Morse was interviewed today by the search committee with a unanimous recommendation put forth to the Board. Mr. Pacheco expressed concerns with the number of applicants and only one interview conducted. Applicants need to be interviewed because paper does not always tell the whole story. He said, “Breaking protocol by only having one interview and voting before having the individual come before us is not protocol.” Mr. Schiavo discussed the ability of the search committee and their recommendation to the Board. He said the Board already interviewed Ms. Morse and there is no change; therefore, it seems reasonable to appoint her. Mr. Pacheco feels that the third applicant through the preliminary review was qualified and should have been interviewed. Mr. Waters informed that after reviewing job qualifications of the third applicant, the type of questions to be asked during the interview would not fit the position. Ms. Riley asked if the Board would feel comfortable with Ms. Morse coming in for an interview at the next meeting and then voting on the appointment. Mr. Pacheco agreed with an interview as the Board previously interviewed Ms. Morse for a part-time position, but this is a full-time salary position with benefits

The roll call in the minutes does not match the count (1-2-0), so individual votes are not shown.
