What does the Town Council do? It is the town’s lawmaking body (this town has no Town Meeting). It passes local laws (bylaws or ordinances), votes on the yearly budget, and approves borrowing and zoning changes.
The council hires the town manager or administrator, who runs the town day to day and proposes the budget.

Loaded: Town Council minutes from January 8, 2018 through September 14, 2026, full-board meetings only (council subcommittee and Plan Review Authority meetings are not included). Minutes from 2022 on come from the town’s Municode meetings portal; 2018 to 2021 minutes come from the town’s Agenda Center, which holds council minutes back to 2000 (MassVoter has loaded 2018 on). Not here: meetings with an agenda but no minutes online, including January 22, February 12 and February 26, 2018 and June 14, 2021 and August 21, 2023 (the posted “minutes” file is the agenda), the inauguration meetings of January 2018, 2020, 2022 and 2024, several 2019 to 2021 meetings (such as September 12 and 23, 2019, March 2020 and September 27, October 26 and December 6, 2021), joint meetings with the Planning Board (2024 to 2025), July 14, 2025, the August 6, 2025 workshop, and meetings after September 14, 2026 (the September 28, 2026 minutes are not posted yet). Three files (January 31 and April 25, 2022 and June 23, 2025) are scanned copies, which MassVoter read with text-recognition software. Randolph’s minutes give a count such as “Roll Call Vote: 7-1-0 (Nays: Burgess; Absent: Egan)”, and many votes, especially in 2018 to 2021 and from 2025 on, list each member’s vote by name. When the count matches the members present, we show every member present as voting yes; when the minutes name the members who voted no or abstained (or list everyone’s vote), we show each vote as recorded. Members the minutes list as absent for a vote, who had left, or who had not yet arrived are left out of that vote. Where the minutes give a split count without names, the count does not match the members present, a roll call lists a member who is not on the attendance line, or the names and the count do not match, we show the count only and add a note. A few votes have no count written down; we show those as passed or failed with no count. Votes choosing between candidates are shown without individual votes, with a note quoting the roll call. Votes by the School Committee and Stetson Hall Trustees at joint meetings, and joint votes that count both boards together, are not included. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.
