April 11, 2018: Offer the job to Pinard, with opposition from Napoli and Gerbig
There was discussion regarding it being different to promote sergeant to chief rather than deputy chief to chief. Glavey disagrees with the comment Santoro made that campus police is the same as town police. Chair DeCoste was uncomfortable with all the hypothetical answers from Santoro when he was asked for examples. Napoli said she thought he gave great examples. (Knox Recused himself.) Glavey complimented the members of the CPC. Article #9 is 12 Robinson Road, known as the Baker Homestead. This article requires 2/3 vote since it is land acquisition. Historic museum, gift shop and café. The barn would have a gallery, the grounds would be used for small events. The property would be multi-purpose but education would be a big component. There's an original hearth with beehive kitchen which is very rare. Chair DeCoste said if the town buys the property, it will cost the town a lot more than the $250,000 cost to maintain and manage and offer for the residents. The Committee can already expect $938,000 from ten historical grants and organizations. This is to preserve the house alone. The plan to use for community purposes hasn't even been looked into yet, but there would be funding there as well. Glavey doesn't want town voters to focus on the CPC ideas because the vote will be to acquire the property with no clear decision as to what will happen beyond preserving it. Napoli concurred. Gerbig asked about due diligence before the sale. There have not been many inspections but at simple glance there is no obvious disrepair. It was discussed to have the Building Inspector out before Town Meeting. Gerbig questioned the carrying cost of owning an antique house. Zeldin, MPIC Chair, said that this house could drive the feel of the Town Common. Ed Mullen, Chairman of the Planning Board, would like to invite the CPC to come before the Planning Board as he feels the board would support this purchase. This would be the 8th oldest museum in the Commonwealth..” (Motion: Glavey, second: Napoli)
