How the Franklin Town Council voted, from the Town Council’s official minutes. 9 members elected townwide (at-large) for two-year terms. Seven new members joined Robert Dellorco and Ted Cormier-Leger after the November 2025 town election; they were sworn in on November 12, 2025. That night the board chose Mr. Dellorco as Chair (9-0), Gene Grella as Vice Chair (5 votes to 4 for Kenneth Ojukwu) and Mr. Cormier-Leger as Clerk (9-0), with Caroline Griffith as interim Clerk while Mr. Cormier-Leger was traveling. Minutes after August 12, 2026 are not posted yet. The end date (November 2027) is a placeholder for the next swearing-in. Covers 19 meetings so far, November 12 to August 12, 2026.

What does the Town Council do? It is the town’s lawmaking body (this town has no Town Meeting). It passes local laws (bylaws or ordinances), votes on the yearly budget, and approves borrowing and zoning changes.
The council hires the town manager or administrator, who runs the town day to day and proposes the budget.

Loaded: Franklin Town Council minutes from January 4, 2023 through August 12, 2026, full-board meetings only (council subcommittee, ad hoc committee and office-hours meetings are not included). These come from the town’s Agenda Center, which holds the board’s minutes from January 2023 on. Not here: minutes from 2018 through 2022, which the town has not posted online (its old-website archive stops in December 2015; MassVoter has asked the town for them), the open session of September 24, 2025 (agenda only), and meetings after August 12, 2026 (the September 2 and September 16, 2026 minutes are not posted yet). Franklin’s minutes give a count for every vote, such as “VOTE: Yes-8, No-1, Absent-0,” list each member’s vote on roll calls, and usually name the members who voted no. When the count matches the members present, we show every member present as voting yes; when the minutes name how members voted, we show each vote as recorded. Members the minutes say had left, had disconnected, or had stepped aside (recused) are left out of that vote. Where the minutes give a split count without names, or the count does not match the members present, we show the count only and add a note. The vote choosing the Vice Chair in November 2025 is shown without individual votes, with a note quoting the roll call. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.
