“MOTION: To approve Meggan Eldredge as the new Community Development Director. Motion by: Dorcas McGurrin Seconded by: Mark Forest Discussion: The Board held an in-depth discussion on the motion, weighing the strengths of all finalists and what the Town needed most at that time. Members repeatedly emphasized that the candidate pool had been unusually strong and that the decision was difficult because each finalist brought valuable but different skill sets. Select Board Member Flynn stated that she had been torn, noting she had been impressed by multiple candidates and struggled with how to balance municipal experience against fresh perspectives from outside traditional town government. She acknowledged that while candidates with backgrounds such as the National Park Service brought creative ideas, the scope and timing of Yarmouth's priorities, combined with multiple leadership transitions underway, made a candidate with deep municipal experience more practical for the current year. She ultimately agreed that Ms. Eldredge's background aligned with the Town's needs. Select Board Member McGurrin explained that while she had found all candidates compelling, Ms. Eldredge had stood out for her municipal experience, leadership style, and focus on team building. She emphasized that the role required someone who could bring together highly qualified staff, support them, and operate at a big-picture level rather than focusing primarily on individual projects. She also stated that Ms. Eldredge would be a strong fit working alongside the Town Administrator and appreciated her emphasis on staff support and collaboration. Ms. McGurrin suggested that the Town could still benefit from other candidates' expertise in the future through consulting roles once the department was stabilized. Select Board Member Flynn added that Ms. Eldredge's background in public health had not been discussed extensively during the interviews but could be an asset as Yarmouth faced evolving development pressures, particularly along Route 28, where health, environment, and year-round community needs increasingly intersect. Ms. McGurrin also noted Ms. Eldredge's comments about cultural and historic assets, which aligned with broader conversations about Yarmouth's identity and long-term vision. Select Board Member Argo stated that she had been particularly inspired by another finalist, describing that candidate as creative, articulate, and full of innovative ideas, especially regarding Route 28 and economic development. She felt that candidate brought a strong planning mindset and could work well alongside experienced staff. At the same time, she acknowledged that Ms. Eldredge's ability to manage and coordinate a large, compiex department had been a significant strength. Chair Post reflected on her experience with senior-level hires and noted that such decisions often came down to what the Town needed at a specific moment. She agreed that all candidates had been highly capable but felt Ms. Eldredge had an advantage due to her ability to manage diverse departments and personnel under the community development umbrella. She also highlighted the importance of "growing the bench" in Yarmouth and viewed Ms. Eldredge as someone who could develop professionally within the organization over time. Questions were then raised about start dates and staff capacity. Mr. Whritenour confirmed that all candidates had been local, readily available, and able to start without delay, which was an advantage for a position of this level. The Board noted positively that several candidates had already been familiar with Yarmouth and Cape Cod, allowing for a quicker transition regardless of the final selection. Vote: 5 ayes; 0 nays. The motion carried unanimously..” (Motion: McGurrin, second: Forest)
