Minutes, page 4

To reconsider the name of the park.

Yes: Argo, Flynn, McGurrinNo: Forest, Post

From the minutes

“MOTION: To reconsider the name of the park. Motion by: Joyce Flynn Seconded by: Liz Argo Discussion: The Board continued the discussion on whether to change the name of the former drive-in site to Parkers River Landing. Amended Motion: To change the name to Parkers River Landing. Motion by: Joyce Flynn Seconded by: Liz Argo Discussion: Members noted that while some community outreach had been done via sociai media, there were no documented positive responses supporting the current name, Parkers River Boardwalk Park. Select Board members debated whether the motion was for a formal name change or to initiate a reconsideration process with additional public input. Time constraints were noted, as the park signage needed to be finalized by February. Further discussion and a vote could be scheduled for the next meeting to allow proper consideration, however, since it appeared the vote would be in compliance with what was on the agenda and met open meeting requirements, it was decided to take up the vote on the motion. Roll Call Vote: Liz Argo, aye; Mark Forest, nay; Tracy Post, nay; Joyce Flynn, aye; Dorcas McGurrin, aye. Vote: 3 ayes and 2 nays. The motion carried..” (Motion: Flynn, second: Argo)

From the minutes

“MOTION: To put a placeholder for a proposed Town Common article in the Warrant. Motion by: Tracy Post seconded by: Mark Forest Discussion: Members noted the need to balance potential school uses, such as playing fields, with community space. The article would provide funding for a feasibility study, cost estimates, and concept renderings. While some members voiced enthusiasm for the idea and its benefits to the community, others emphasized the need for more development before bringing a proposal to Town Meeting. Overall, there was agreement that the placeholder would allow for further study without committing to a final decision. Approve the charge as presented this evening for the Yarmouth Library Building Committee

Minutes, page 5

ApprovePassed · Unanimous, 5 present

To approve the charge as presented this evening for the Yarmouth Library Building Committee

From the minutes

“MOTION: To approve the charge as presented this evening for the Yarmouth Library Building Committee Motion by: Mark Forest Seconded by: Joyce Flynn Discussion: Members emphasized the importance of ensuring members were Yarmouth residents, including designated representatives from South and West Yarmouth, and that at least two members should have construction expertise. It was further agreed that the committee's work should continue through occupancy, recognizing that construction oversight and punch-list responsibilities extended beyond ribbon-cutting. Questions were raised about site selection and grant requirements, with members underscoring the need for clear criteria to avoid spending resources on unsuitable locations. Staff confirmed that the state allowed flexibility in revisiting sites and that selection criteria, including environmental, transportation, and community factors, had been drafted and distributed. The Board supported these criteria as a framework to narrow options and control costs, while acknowledging the challenge of achieving full community consensus on a final site. The motion was amended to incorporate the residency and termination clarifications, and the Board expressed broad support for advancing the project toward its next phase. AMENDED MOTION: To approve the charge as presented this evening for the Yarmouth Library Building Committee, with the modification where it says "Yarmouth residents who frequent the facility," to say "one South Yarmuth resident and one West Yarmouth resident that frequent the facility." Motion by: Mark Forest Seconded by: Joyce Flynn Vote: 5 ayes.” (Motion: Forest, second: Flynn)
