“MOTION: That the Board of Selectmen appoint Doreen Levitan as a regular member of the Golf Enterprise Committee for a three year, unexpired term running through to April 2024. Motion by: Dan Horgan Seconded by: Tracy Post Discussion: Selectman Stone questioned why Norm Holcomb, with all his past qualifications, was not recommended for this position. He noted that the email received from Mr. Holcomb claimed that the exclusion from consideration was due to his public opposition to some Golf Enterprise Committee proposals. Selectman Smith said that he and Ellen Chapman, Chair of the Golf Committee had interviewed a number of candidates, and believed that Ms. Levitan was more qualified in many ways, and would bring new blood and new ideas. Selectman Post said this discussion was difficult, because they are not present during interviews, and did not want to refute those volunteers wanting to serve their community. She questioned what the decision was trying to achieve overall. She asked if there were more spots available to accommodate all the volunteers. Selectman Smith said that Mr. Donovan was being recommended as an alternate, and there would be others recommended as alternates next week. Selectman Post asked if he would consider appointing Mr. Holcomb as the regular member, and these other two as alternates. Selectman Smith replied, no. When asked about scoring, Selectman Smith said no formal scoring was done. When Selectman Post stated she believed something personal was behind the decision, Selectman Smith said he would argue with that statement, and that the recommendations were made in a way to put together a committee that would get along and get things done. Selectman Horgan said that he did not see Mr. Holcomb's email, and suggested moving forward with the votes for these applicants. He asked that the Appointments Chair reconsider Mr. Holcomb's application for future appointments. Selectman Smith said that he would consider Mr. Holcomb for a different position, but not for the Golf Committee. Selectman Smith said that he also did not receive Mr. Holcomb's email. Selectman Stone said the email was sent to the general Selectmen email address. Second was withdrawn by Selectman Post. Seconded by: Peter Q. Smith Vote: 3 ayes; 2 nays (Mike Stone and Tracy Post). The motion passed..” (Motion: Horgan, second: Post)

“MOTION: That the Board of Selectmen approve the appointments as presented. Motion by: Tracy Post Seconded by: Dan Horgan Discussion: Selectman Stone explained that, since the Board cannot go out to the different businesses many times, the agents are given that authority to act on the Selectmen's behalf. If businesses turn the agents away, or if a business does not cooperate, it would be a violation of its license, and action could be taken against the business.
