Eliminate the CPA surcharge reduction in the second part of Article 16, and leave the residential exemption
To eliminate the CPA surcharge reduction in the second part of Article 16, and leave the residential exemption.
“MOTION: To eliminate the CPA surcharge reduction in the second part of Article 16, and leave the residential exemption. Motion by: Tracy Post Seconded by: Erik Tolley Discussion on the Motion: Mr. Bienvenue said that the language in the article says "July 1, 2020," which is FY2021, which may present a conflict. CPA changes require a 35 day notice to the Town Clerk. Right now the way the schedule was structured, they did not have 35 days. If they moved forward on the WIIF article effective July 1, 2020, that would be in advance of when this could occur, which was July 1, 2021, so they would have a year imbalance. Perhaps it could self-correct if they were able to reschedule some things. Decisions could impact the free cash. Selectman Holcombe asked questions on the possible impacts. Mr. Bienvenue said that when you introduce the WIIF percentage, it impacts different values of properties differently. For home valued at $100,000, there could be a savings of $22. Million dollar properties could have increases of $48. Homes valued at about $400,000 would have no significant tax impact. The Water Resources Advisory Committee was proposing the concept of pre-funding the plan to help balance everything out. Better funding sources may shake out later, such as grants or debt relief. The exemption threshold and the overall betterment component was discussed. Vote: Yea 5 Nay 0.” (Motion: Post, second: Tolley)
