From the minutes

“MOTION: To move that the Board authorize the Town Administrator to act on the Town's behalf in executing the document. Motion by: Erik Tolley Seconded by: Norm Holcomb Discussion on the Motion: Selectman Stone had a question relating to the date the document would become effective. Town Administrator Knapik stated that 2019 represented the end of the first five year cycle. BSU needed this one year document to allow them to continue to access the property, as the new five year document was being worked on. The Town already had a rough estimate of $140,000 to finish the roof repairs, with the sum of money coming from FEMA/MEMA reimbursements collected over the years. Part of the five year negotiation would include discussions on further capital upgrades to the building by BSU. Town Administrator Knapik noted the Town received a $10,000 grant to study the feasibility of maximizing the use of the facility. The study should be completed by June. If the Town could get a better understanding on what the University would contribute going forward, the Town and BSU possibly could work on a joint application for a Mass. Development incubator upgrade grant. Selectman Post stated her disappointment that this was the first time the Board was having a discussion about this extension document. She said she appreciated that BSU invested $2.4 million in the facility, however, she personally did not feel the vision of the facility had come to fruition to become a robust college opportunity for people who lived on the Cape. It seemed to be used more as a community space. Town Administrator Knapik stated that, when Vice President Jason came to tell him BSU was planning on closing the facility, he had spent a lot of time lining up community partners, putting together plans, and repairing the hazardous materials inventory, in order to help make the case that the facility was viable and a community asset. Selectman Post acknowledged the effort, but stated that perhaps the Board needed to make a decision for a more viable, more profitable use of the building for the Town. Vote: Yea 4 Nay 1 (Tracy Post).” (Motion: Tolley, second: Holcomb)
