Councilor W. Alexopoulos made a motion to approve, seconded by Councilor Egan.

From the minutes

“Councilor W. Alexopoulos made a motion to approve, seconded by Councilor Egan. Councilor Huff-Larmond - I understand you made a mistake, however what I wanted to say that it is not a practice. Councilor Clifton - There is some good stuff here. I think this is becoming quite contentious. I think it would be helpful and if we list it properly we can have discussions. Procedural defects are taking away from the good substance in these documents. Councilor W. Alexopoulos - What was the original date for the school department to submit? Councilor Burgess - January 1st. Councilor W. Alexopoulos - With this motion it is allowing the school department to put their budget together. I don't think this Is a bad thing, allows the school department to put their budget together and what the needs are of the school department. Councilor Clifton - Has the Town Manager weighed in on these proposals? Councilor Burgess - Yes and both can be met. Town Manager Howard - As the council knows, the past ten years, the dates in the budget proposal go later into the year, this is just creating a deadline in advance to achieve. I think we can. The governor will be releasing the numbers in a few weeks. They are all extensions, the council was doing it anyway. Vote on motion to approve Council Order 2020-002: 9-0-0.” (Motion: William Alexopoulos, second: Egan)

Councilor W. Alexopoulos made a motion to approve Council Order 2020-003, seconded by Councilor Egan.

From the minutes

“Councilor W. Alexopoulos made a motion to approve Council Order 2020-003, seconded by Councilor Egan. Councilor W. Alexopoulos - What is the current date? Councilor Burgess - February 1st. Councilor W. Alexopoulos - Allows a 3 ½ month extension to the Town Manager for a proposed budget. Think this is more realistic. As Brian has said, the Governor has not released his budget yet. The last ten years of doing budgets the May 15th number is more realistic. Councilor Huff-Larmond - The May date usually the date we receive the information so nothing is different. Councilor Egan to Attorney Griffin - Do these orders just memorialize for this year or going forward? Attorney Griffin - Would just be the schedule for this Spring. Councilor Clerger - Town Manager you are comfortable with that? Town Manager Howard - yes we are. Vote: 9-0-0.” (Motion: William Alexopoulos, second: Egan)
