Councilor Goldstein - Made a motion to approve Council Order 2019-049, seconded by Councilor Egan.
“Councilor Goldstein - Made a motion to approve Council Order 2019-049, seconded by Councilor Egan. Councilor W. Alexopoulos - How do we make these departments whole again? We don't want to use this years money to pay last years bills. Town Manager Howard - As the year goes on there are orders that come forward for transfers, that would be one option. When Free Cash gets certified that is another opportunity and some departments need to tighten the belt to offset this. Have unpaid bills every year. Councilor Burgess - Why weren't these bills incumbent? Town Manager Howard - Number of instances where people should have done that and it has become a personnel issue. Ms. Stovell - Direct Energy: We received bills from Direct Energy after 7/15. No bills were going to the Finance Department. We got a phone call saying that we owe $137K and have 3 days to pay it. Director of Finance went out on medical. We have secured the National Grid credits. Town Manager Howard - Make it clear that it is not a simple vote of the council to spend a deposit. Councilor Burgess - She should not have to go in and cut A, B and C to fix the deficit of the invoice. Vote on Motion to approve Councilor Order 2019-014: 9-0-0.” (Motion: Goldstein, second: Egan)
