“Councilor Burgess - Move to approve Council Order 2019-035 and add "allows the Town Manager with the approval of the Town Council of the Town of Randolph to expend funds not to exceed $1.5M". Emergency authority allows you to spend funds really quickly, and it doesn't say who has the authority. I don't want to give it to the guy in Holbrook. Interim Town Manager Howard - Our situation is unique. We have funds available. Declaration of Emergency you are not going to borrow and the DOR indicated to us that this is the best way to proceed in setting the tax rate and free cash. If trying to move this project forward and then having to come back to Town Council. Councilor Burgess - Call the question. Councilor W. Alexopoulos - Would feel more comfortable if Town Manager had the authority to spend it. Interim Town Manager Howard - Believe it is the DPW Superintendent but will verify this. Vote on amendment: 4-4-1 (Councilors Egan, Goldstein, Adams and Clerger in the negative. Councilor Clifton abstained). Amendment fails..” (Motion: Burgess)
