Members are counted only for meetings held while they served, and arriving late counts as attending. The minutes rarely say why a member was absent. Not shown: 2018, 2019, 2020, 2023, 2024, 2026, because too many of that year’s meetings are missing from the posted minutes.

Loaded: full City Council meetings (regular, special and organizational) from January 8, 2018 through September 8, 2026. Minutes from 2025 on come from the city’s City Council agendas and minutes page; earlier minutes come from the city’s meeting minutes archive, which holds council minutes back to 2011 (MassVoter has loaded 2018 on). Each Quincy minutes file covers the whole evening, including committee meetings (Finance, Ordinance, Oversight and others) and public hearings held before or during the council meeting; only the full council’s own votes are shown, and committee votes such as “positive recommendations” are left out. Not here: the minutes of the January 2024 inauguration, the January 10, 2026 information session for new councillors (agenda only), and every meeting after September 8, 2026 (the September 22, 2026 minutes are not posted yet). One posted file (June 23, 2021) holds only a Finance Committee budget hearing and is not loaded. Several posted files repeat the same minutes many times; each meeting is counted once. Quincy’s minutes give the mover, the seconder and the result of each motion. Most votes are roll calls, but the minutes write only the count (“The motion was approved by 8-1 Roll Call Vote”) and almost never say who voted no. When the count matches the councillors present with no one voting no, we show every councillor present as voting yes; when the count is split, or does not match the councillors on the attendance line, we show the count only and add a note. Many motions, such as referrals to committee and approval of minutes, pass by voice (“Yeas have it”); the minutes record only the result for those. Votes choosing between people (such as filling a vacant seat) show the result only, with a note listing who received votes. Items referred to a committee without a recorded vote are not listed. We will ask the city to confirm any noted vote.
Most council votes are unanimous. These are the ones where at least one councilor voted no or abstained, newest first.
