On April 13, 2026 the board voted unanimously to reorganize with Jeff Johnson as Chair, Brian Kelly as Vice-Chair and Steve Albert as Clerk. Minutes after August 31, 2026 are not posted yet. What does the Select Board do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.
Town Meeting, not the Select Board, votes the town budget and town bylaws.

Members are counted only for meetings held while they served, and arriving late counts as attending. The minutes rarely say why a member was absent. Not shown: 2021, because too many of that year’s meetings are missing from the posted minutes.

Loaded: Plainville Select Board minutes from June 21, 2021 through August 31, 2026, from the town’s Agenda Center, which holds the board’s minutes from June 2021 on. Not here: minutes from before June 21, 2021, which are not on the town’s website (MassVoter is asking the town for them); meetings with an agenda but no posted minutes (for example the June 4 and July 20, 2026 joint meetings with the School Committee and the May 18, 2026 meeting); and meetings after August 31, 2026 (the town usually posts minutes about five to seven weeks after a meeting). Every minutes file is a scanned image, which MassVoter read with text recognition and checked by hand. Plainville’s minutes name who made and seconded each motion and usually say “PASSED: UNANIMOUSLY”; when they do, every member present is shown voting yes. Roll calls (used for executive sessions, liquor licenses and votes where a member disagreed) name each member’s vote, and those are shown as recorded. Where the minutes give only a count that does not say who voted which way, we show the count only and add a note; where they give no count or names, we show the result only. Some 2026 minutes list motions without saying whether they passed or how anyone voted; those motions are not shown as votes. Votes taken by other boards at joint meetings (Finance Committee, School Committee, Board of Health, Planning Board) are left out; joint votes to fill a vacancy show only the Select Board members’ votes. Members who recused themselves are left out of that vote. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.
June 30, 2026 (Joint meeting): Appoint Richard Hamilton
Mr. McHugh made a motion to appoint Richard Hamilton, seconded by Mr. Albert. The motion passed 5-0-0
This was a joint vote with the Planning Board; the minutes record 5-0-0 on a roll call for both boards together, so each Select Board member present is shown voting yes. The motion was made by Planning Board member Mr. McHugh; an earlier motion by Mr. Albert to appoint Tina Desprez got no second. The motion was made by Mr. McHugh, who is not a Select Board member.
“Mr. McHugh made a motion to appoint Richard Hamilton, seconded by Mr. Albert. The motion passed 5-0-0.” (second: Albert)
