The council hires the town manager or administrator, who runs the town day to day and proposes the budget.

Members are counted only for meetings held while they served, and arriving late counts as attending. The minutes rarely say why a member was absent. Not shown: 2023, because too many of that year’s meetings are missing from the posted minutes.

Loaded: Town Council minutes from August 14, 2023 through September 14, 2026, as posted in the town’s Agenda Center (fiscal years 2024 to 2027). Older minutes are not posted there. Sub-committee meetings are not included. The minutes give the mover, the seconder and a count such as “Motion carried 7-0”. They almost never say who voted no or abstained; those names are only in the meeting video on North TV. When the count matches the members present with no one voting no, every member present is shown as voting yes; a member the minutes list as arriving late or leaving early is left out of a vote when the count shows they were not there. When a member voted no or abstained and the minutes do not say who, only the count is shown. Roll call votes are shown as recorded. Sub-committee votes reported in the board minutes are not listed. We will ask the town to confirm any noted vote.
Most board votes are unanimous. These are the ones where at least one member voted no or abstained, newest first.
