When a Board of Registrars seat comes up, ask both the Republican and Democratic town committees for names and the Board will choose (amended: must comply with state law)
Mr. Roche motioned that when someone's term comes up, we go out to the Republican party and Democrat and they both submit names and the Board will select.
“Mr. Roche motioned that when someone's term comes up, we go out to the Republican party and Democrat and they both submit names and the Board will select. Ms. Mecklenburg seconded. Discussion: Mr. Casanova-Davis clarified the wording of the motion and stated that whenever there is a vacancy, we will submit requests to the Democratic and Republican Town Committees for each vacancy. Mr. David Rosenberg was in attendance and clarified that the proposal was submitted by the Norfolk Democratic Town Committee and not him personally. Mr. Rosenberg's understanding of M.G.L. c.51 Sec. 15 was that the makeup of the Board of Registrars was intended to reflect the political parties of the State "general court" and not the Town. Mr. Rosenberg cautioned that the proposal to reach out to both parties could result in three Registrars of the same party which is against the law. Mr. Casanova-Davis explained that this is a unique situation because of the Town Clerk being unenrolled. He agreed with Mr. Rosenberg that the Board of Registrars would not have more than two members from any political party. He continued that he had reviewed the proposal with Town Counsel to reach out to both town committees and it could be implemented. Mr. Casanova-Davis clarified that for implementation, if there were, for example, two Democrats left on the Board when a vacancy arises, the office would only reach out to the Republican Town Committee because they could not appoint another Democrat per State law. Motion: Ms. Mecklenburg made a friendly amendment to the motion that it must comply with the State Law. Mr. Lehan declared there was a motion on the floor, and Ms. Mecklenburg seconded the friendly amendment. The motion with the friendly amendment was voted and all were in favor. The motion passed unanimously..” (Motion: Roche, second: Mecklenburg)
