“Mr. Handler moved to vote to Authorize Manning College of Nursing and Health Sciences at the University of Massachusetts Boston to a one time use of the Harwich Town Seal for UMass Boston's Center for Social & Demographic Research on Aging (CSDRA). Seconded by Mr. MacAskill. Mr. Piekarski asked if the various Town Departments are aware of and support this. Mr. Powers replied that he had been advised by his team that the Select Board authorizes the use of the Town Seal. Ms. Mitchell commented that the electronic seal would be the purview of the Select Board. As the Town Clerk, she is the keeper of the physical seal that they use to attest documents. Mr. Pierkarski asked if there is an entity in the community that wants this survey to occur and if so, have they seen the survey. Mr. Waystack noted that they are contracted with UMass Boston to do a needs analysis. Julie Witas, Director of the Council on Aging was previously before the Board to talk about the program. He added that the Needs Analysis will take place over the next year and the Board will, at some point, be part of a focus group. They are the ones requesting this information. Mr. Powers clarified that they are releasing the use of the Town Seal for this survey only. Vote: 5:0 in favor. Motion carried.” (Motion: Handler, second: MacAskill)

Mr. MacAskill stated that the cost of the details would be on the Film Company, not on the Police Department... Mr. Powers confirmed that the Town is not paying the details, the private party is paying the details. The detail rate is in the Superior and Patrol Officer's contract.
