“Mr. Piekarski moved to approve a Special Permit application for a one day entertainment permit for Mary Smith, event to be held at Brooks Park on October 6, 2024, 2:30 p.m. to 5:30 p.m. Entertainment Type: Live/recorded music, amplification, dancing, concert. Seconded by Mr. MacAskill. Mr. Howell noted that it had been on the agenda with a liquor license but this application says no liquor to be served. Ms. Kavanagh asked if the Board had a discussion about non-profit. Mr. Howell replied that at the time, the problem was that it was on the agenda for a one day liquor license. The request in the packet was not for that so it wasn't on the agenda accurately. Mr. Piekarski noted that they had briefly touched upon the nonprofit status and the Board was OK with it. Vote: 5:0 in favor. Motion carried.” (Motion: Piekarski, second: MacAskill)

To approve a contract with Ballard Mack Sales & Service Inc. for the purchase of a six-wheel dump truck in the amount of $256,966.00
“Mr. MacAskill moved to approve a contract with Ballard Mack Sales & Service Inc. for the purchase of a six-wheel dump truck in the amount of $256,966.00. Seconded by Mr. Handler. Mr. Piekarski asked if it is past practice to take from one Article to pay the other. He noted that the vehicle came in at an amount greater than the approved Article. It states that they took the balance from item A to cover it because item A came in some $35,000 shy. Mr. Powers replied that the residual of A is being applied to the purchase of B. That is allowed under Mass Financing because they both emanated from the same Town meeting Article. Mr. Piekarski asked if, once these vehicles are purchased, the remaining funds are turned over to the Town. Mr. Powers replied that they do not sit in the Article in perpetuity because they have the practice and the policy of going through old Articles. Either he or the Finance Director would come back to either look for a repurpose that would be an Article in a Town Meeting that calls back to that or any other action to close it out. It is an active process of Administration and Finance. Vote: 5:0 in favor. Motion carried.” (Motion: MacAskill, second: Handler)
