We are trying to do an all-encompassing park there so people can enjoy it and it ties the walking trails together. This is one phase of it. We are looking for any comments from the Board, schools and the public, now's the time to be heard. 15. Discussion and vote on Host Community Agreement waiver request from Americann, Inc. Americann reached out and asked for a Host Community Agreement Waiver. We are working with Attorney Nicole Costanzo with KP Law on this. Americann has the growth facility here in town, but their tenant left and they are not growing at the moment. They are working on getting a license themselves to grow in their own facility. Now they lease the building to somebody else and they need to get these host community agreements in place. However, the laws behind the host community agreements changed in 2022. They can no longer get fees, there has to be a true impact for the fees or you can just wave it all together. Ms. Pettey reached out to Tim Keough from Americann who will be getting information and together we are going to work on putting together host community agreement, which will not be any financial impact to it. She is worried about odor mitigation there. Right now, there is a 30,000.00 square foot building and she can smell it personally some mornings. They are proposing 20 times that. We may want to do some mitigation for odor control. Page 3|4 16. Discussion on Utility Leaking - Route 24 and Innovation Way Overpass A water leak on Innovation Way that appeared in 2012, there was talk about it in 2018. This was put in by the state at the request of Fall River and paid by Fall River. That part of the road is owned by the state Mass DOT. It is not a town owned road. There for it is not a town owned water line. Mass DOT is concerned about the leak because it is in the overpass and it is dripping down and freezing and causing icicles and could be a hazard. They are looking to get it fixed by us because it is located in Freetown but we do not own the road or the water line. She was able to track down the IMA with Fall River. All the businesses on Innovation Way that get water pay their bill to Fall River. The Water Commissioners and the Highway Surveyor are aware and are ready to give their support. Public Input The Board signed documents pertaining to this meeting 17. Attend Town Meeting - Motion to adjourn the meeting at 6:47pm was made by Selectmen Zager and seconded by Selectmen Lopes. - Vote: was approved by a unanimous roll call vote - Selectmen Zager - aye, Selectmen Lopes - aye, Selectmen Matthews - aye.” (Motion: Zager, second: Lopes)
