Smith That the city provide an update in regards to the vacant lot on Summer Street As cosponsor, Councilor Matewsky consulted with Councilor Smith and neither had any update on what will happen with this substantial but awkward sloped vacant property. 20. €0355-25 Resolution/s/ Councilor Anthony DiPierro A resolution requesting the City Council to investigate the feasibility of increasing the residential tax exemption from 25% to a percentage between 26 - 35% per MGL in the future Councilor DiPierro said with the state now allowing the residential tax exemption to go up to 35%, he thought of looking into this but doesn't think it's prudent to do this year without understanding implications and benefits of shifting the tax burden from owner- occupied to non owner-occupied residential properties. He spoke with the Mayor- elect and both agree it should be looked into more before moving forward with it. Motion was made and seconded to refer this to the new administration. Refer — Resolution: A resolution recommending a temporary pause on the processing and approval of data center facilities
21. C0356-25 Resolution/s/ Councilor Katy L. Rogers, Councilor Stephanie Martins, & the Entire City Council A resolution recommending a temporary pause on the processing and approval of data center facilities Councilor Rogers said planning board members noticed unidentified data centers in plans for the Davis Company's proposal, which is the largest scale project ever seen in Everett. With many components like battery storage, data centers, animal testing, etc., she feels it's important to thoroughly understand benefits and consequences before introducing a new industry. Under the transition circumstances, she doesn't want something like a data center rushed before the planning board or ZBA until the new Mayor-elect and council fully understand it, as there are potential concerns like noise, water usage, and power usage seen in other communities. Her recommendation is to send a resolution requesting a temporary pause on approving anything labeled a data center to the planning board and ZBA until the Mayor-elect and council have time to discuss the vision. A motion was made and seconded to amend the resolution to add the entire city council. This then required a motion and roll call vote to suspend Rule 18 to refer the resolution. MOTION: Refer MOVER: Katy Rogers SECONDER: Wayne Matewsky RESULT: Passed [0 TO 0] AYES: NAYS: AWAY:
