Three residents spoke: Peggy Serino criticized the budget as being based on wish lists rather than common sense. JP Beckta said the budget overfunds departments through "creative accounting." Two residents spoke: Peggy Serino criticized the lack of action on long-needed capital projects like a new senior center roof, police and fire stations, and Rec center. She said the old high school should have been torn down rather than pouring millions into renovations. She questioned if needed electrical upgrades at Glendale Towers have been completed and why the Connolly Center has been allowed to deteriorate. Paula Sterite objected to vehicle purchases in the capital plan as unnecessary perks. She noted the plan does not include any school projects despite past feasibility studies that were funded. She said the city does costly studies but takes no action, then has to do new studies later because the originals are outdated. She said most of the city's effort and money goes to the commercial areas rather than the taxpaying residents. No one spoke in favor. The public hearing was closed. MOTION: Accept Committee Report MOVER: Katy Rogers SECONDER: Wayne Matewsky RESULT: Passed [0 TO 0] AYES:

2. €0201-25 Public Hearing/s/ Councilor Stephanie Martins, as President A petition from National Grid requesting permission to relocate JO pole #2817-0 on Garland Street approximately 25 feet to the northwest to provide additional entrance clearance to CHA Everett Hospital at 103 Garland Street A representative from National Grid presented a petition to relocate a pole on Garland Street to improve handicap access to the CHA Everett Hospital. The new pole would be on the same sidewalk and not block any buildings or entrances. Councilor Rogers stated she cannot support any National Grid requests at this time due to lack of response on $8 million owed to Everett under Chapter 91. Joetta Yutkins, a resident at 84 Garland Street, spoke in opposition. The pole would be directly across from her driveway. She argued there is no need to move the pole as the hospital's handicap parking and access is on the side of the building. Moving the pole would exacerbate existing traffic and parking issues she experiences due to the hospital. Councilor Hanlon made a motion to postpone to the next meeting to allow councilors to visit the site. Councilor Van Campen added to the motion to ask the city engineer to work with National Grid on finding a better location that does not disrupt Ms. Yutkins' property. MOTION: Postpone MOVER: John Hanlon SECONDER: Robert Van Campen RESULT: Passed [0 TO 0] AYES: NAYS: AWAY:

27. C0177-25 Resolution/s/ Councilor Katy L. Rogers, Councilor Holly D. Garcia, Councilor Robert J. Van Campen Resolution requesting a status update on Central Ave. Park which remains inaccessible to residents The Chief of Staff provided an update on Central Ave Park. The park was closed because some equipment was in unsafe condition. The administration recognizes the project has taken too long and denies ever saying it was due to lack of funding. The DPW removed the unsafe equipment and will restore limited public access to what remains while the renovation designs are finalized. The mayor reviewed 90% complete designs, which originally included a basketball court, but neighbors expressed concerns about that. His feedback is being incorporated and then the project will go out to bid, with construction to start later this season. The full renovation likely won't be done until spring 2026. Councilors expressed frustration with how long the process has taken, with the park having been a concern since at least spring 2024. They argued that if design work had been done sooner, construction could have started earlier to reopen the park faster. The administration was urged to expedite the work as much as possible. Smith That the Traffic Division work with Honda Cars of Boston so they are not loading cars off the truck at 6:45 in the morning blocking an entire lane and making traffic even worse Councilor Smith noted that Everett has an ordinance prohibiting vehicle dealerships from offloading vehicles before 9am or after 9pm without police permission. 31. C0212-25 Resolution/s/ Councilor Katy L. Rogers, Councilor Stephanie Martins A resolution requesting that U.S. immigration and customs enforcement (ICE) refrains from staging in municipal parking lots, including but not limited to school & police properties Councilor Rogers and Martins explained their resolution aims to address community concerns and confusion between ICE and Everett Police. Immigrant residents are fearful because ICE has been detaining non-criminals, not just targeting gang members, sometimes pulling people from school events or off the street. This creates distrust and worry that regular police actions are actually immigration raids. Having ICE stage vehicles at the police station exacerbates this issue. While ICE and police need to work together, she wants them to avoid using school and police lots to park so residents, regardless of immigration status, feel safe accessing police services and reporting crimes. Some councilors argued police and ICE have to cooperate as law enforcement agencies and it makes sense for them to stage at the station since Everett police know the community. They felt moving ICE would create more fear. Councilor Rogers clarified she is not against police and ICE collaborating on criminal investigations, but objects to the optics of ICE using police/school property and possibly sowing confusion in the community. She doesn't want high-profile immigration roundups of students or other non-criminals in Everett. Refer resolution C0
