Dighton Board of Selectmen

How the Dighton Board of Selectmen voted, from the Board of Selectmen’s official minutes. 3 Selectmen elected townwide. Nicole Mello joined the board in April 2023; the board reorganized April 12, 2023. Covers 32 meetings, April 12 to March 27, 2024.

A monthly email on what it voted on, starting in November.

What does the Board of Selectmen do? It is the town’s executive board. It prepares the Town Meeting warrant (the list of articles voters decide), appoints members of many town boards, hires the town’s top staff, signs warrants to pay town bills, and grants licenses and permits.

Town Meeting, not the Board of Selectmen, votes the town budget and town bylaws.

What Town Meeting decided

In Dighton, Town Meeting — not the Board of Selectmen — votes the town budget, bylaws and zoning. Here is what it did with each article, in the Town Clerk’s own words. Any registered voter can take part, and most votes are by voice or show of hands, so there is no list of who voted which way.

About missing minutes

Not here yet: the town has posted Board of Selectmen minutes online only from January 2022. For three meetings (January 12, 2023, April 5, 2023 and February 28, 2024) the town’s minutes link opens the minutes of a different meeting, so those meetings are not here. The minutes are scanned documents; we read them with text recognition. Each vote in these minutes is a roll call; where a roll call leaves out a member who was present, or records a vote without a name, the vote is noted and individual votes are not shown. Some motions are recorded as voted with no roll call; those are noted too. We will ask the town to confirm.

From the minutes

“Selectman Hull motioned, Selectman Mello seconded and it was VOTED to take Public Input out of order. Roll Call: Selectman Hull, aye. Selectman Mello, aye. Chairman Caron, aye. Public Input Melissa St Laurent, 2366 School Lane, thanked the board for their time this week for helping her to get the word out. she requested the meeting be held at the high school. She also asked for public input to be at the beginning of the meeting. Melissa said she also wanted the board to doa deep dive into the process. Ms. St. Laurent said she learned that George Nichols is no longer covered by the union. George left his protection of being covered by the union, but did not have a contract. He was not able to take the advantage of tuition reimbursement that the chief normally gets. She asked if the board could discuss reimbursement of tuition for the college courses. She thought that an active department head could be afforded that benefit. Mr. Rosa, said in attending the meeting, he noticed that outsiders appeared. He said in Berkely they do not allow it. He thought that should be considered. Selectman Hull said when he served on the School Committee, he said the residents had to vote to allow out of town people to speak. He said there is a policy. Nancy Goulart, 631 Gray Terrace said she believes that the moderator pointed to the designated seating area and if they raised their hand to speak, the assembly would be asked for permission for that person to speak. Paul Reynolds, Main Street said the guidance states that it is at the discretion of the chair, but is strongly recommended. The person must have their request to speak seconded by a resident. 2.” (Motion: Hull, second: Mello)
