To approve the proposed amendment to the Town’s budget and financial management polices to limit the ability of the Town when borrowing money to exclude debt under Proposition 2 ½ in reliance on a ballot question approval that occurs at an election that precedes Town Meeting action to authorize the proposed borrowing

Yes: Metters, NicastroNo: Davis, Dykens, Schell

From the minutes

“Mr. Nicastro made a motion to approve the proposed amendment to the Town’s budget and financial management polices to limit the ability of the Town when borrowing money to exclude debt under Proposition 2 ½ in reliance on a ballot question approval that occurs at an election that precedes Town Meeting action to authorize the proposed borrowing. Second: Mr. Dykens The Board had further discussion on the circumstances for the two previous Special Town meetings that this amendment would apply to. Some members of the Board did not feel that Special Town Meeting was abused. A question was asked about the language of an issue of financial exigency. Exigency is a broader term that includes emergencies and urgencies. Some members of the Board stated that there are a lot of philosophical elements involved in this matter. The recommendation of the Finance Committee lends weight in the opinion of some members of the Select Board. Other members of the Board felt that the Finance Committee members who opposed the amendment provided strong arguments against the proposed amendment during their meeting and that the proposed amendment is not financial policy but more procedural. It was stated that the amendment is not a limitation. It is a statement of philosophy and the example of the town meeting attendance being diminished by a storm would fall under urgency to call a special town meeting. Discussion returned to the Town Counsel comments. A member of the Board took issue with the opinion provided by Town Counsel stating that it contained a gratuitous policy observation. Town Counsel is not a department head and it was considered inappropriate for Town Counsel to offer that as a consultant. Roll Call Cory Metters: yes Jeffrey Dykens: no Shareen Davis: no Dean Nicastro: yes Michael Schell: no The motion failed in a vote of 2-3-0.” (Motion: Nicastro, second: Dykens)
