Authorize the Interim Town Administrator and Robert Belbin to negotiate the terms of Marion's withdrawal from the refuse district (CMWRRDD)
(The minutes do not give the wording of the motion.)
The minutes give only the count (4-1), not how each member voted. The minutes do not give the wording of this motion; the title is the agenda item it was made under.
“Discussion and possible vote to authorize Interim Town Administrator and Select Board member Bob Belbin to negotiate terms and conditions of Marion's withdrawal from the Carver Marion Wareham Regional Refuse Disposal District (CMWRRDD): Due to the current status with Marion's desire to separate from the CMWRRDD, the towns of Carver and Wareham are in a position of negotiating that departure with Marion officials. To date Belbin has engaged in conversations with Wareham to strategize that process and to research options in cooperation with Wareham for future solid waste and recycling options for Carver residents. Belbin has done so pursuant to authorization by the Select Board on January 7, 2020. Belbin stated that Marion has already taken one vote of the two required to get out of the district and part of that vote was to negotiate their terms of removal from the district. No negotiation has happened yet. If one of the other towns votes no on it at their town meeting, it leaves Carver with a short amount of time to negotiate with Marion. Belbin would like to see LaFond as a negotiating member for the Town. Townsend would like the other two members of the district to be involved in the negotiations as well. Hewins stated that particular topic is not on the agenda. Belbin clarified that having a quorum will allow the group to move forward and go to the District. Hoffman asked how Belbin was chosen to represent Carver. Hewins stated that Belbin was chosen by the Select Board before the election. Belbin stated that vote was to work with Wareham to look at alternatives for the transfer station to either continue with the district or continue with the municipal agreement. Belbin stated that this is more for the town to be protected when the town goes to negotiate with Marion. The two votes that are needed to dissolve from the district are: 1) to negotiate with the other towns to leave the district and 2) vote on the agreement to leave the district. The district has not acted upon Marion's first vote yet, but will begin that process at their next meeting. The Select Board does not have authorization for anything dealing with the district - the CMWRRDD takes those votes. LaFond stated that any conversations had with the CMWRRDD will be discussed with other members. Belbin is cognizant of open meeting laws and will be aware to adhere to them by not having discussions with a quorum of the CMWRRDD without a proper meeting posting. Vote 4-1.”
Approve authorization
Approve authorization. The goal is to gather information and explore options in light of the end of no-cost trash and recycling on January 1, 2021. Working with Wareham in both these endeavors including a possible RFP for various forms of curbside collection, may also create advantages and options that we are not yet aware of. Any decisions/agreements are subject to review by the Select Board. Sticker shock may be inevitable to stay in the District so cost information will be helpful to make the best decision for the Town. Belbin stated that this will help build a relationship with the Town of Wareham. There are approximately 900 people using the transfer station weekly. He stated that looking at different options will put the town in a better place to make a decision. Two haulers told Wareham it would take 9 months to get all equipment needed to service the town. There will be a small cost to do an RFP. LaFond stated this is different than what was brought before the Annual Town Meeting last year. This is to look into all options - not just a preferred hauler. Townsend will vote to approve, but thinks the town spoke solidly at last year's Annual Town meeting that they did not want to research a preferred hauler and would like to see as many other options as possible explored
