Recommend. Belbin stated there is no way to know how many people will be in need of using a transfer station in the future and how often they would use it. He is not in favor of bonding the District. Dunham stated that the article is to protect the Town. Belbin stated it forms another format the district and drops it down from a 9 member board to a 3 member board
