How the city can raise its score
  • Minutes posted (+1): Post approved minutes for every meeting on the city website. Don’t require a sign-in to view them.
  • Each vote named (+1): On any vote that isn’t unanimous, write how each member voted. For example: “Motion passed 3–2. Yes: Smith, Jones, Lee. No: Brown, Silva.” A roll call on split votes is the simplest way to do this.
  • Posted quickly (+2): Post minutes within 30 days. If approval takes longer, post a draft marked “Draft – not yet approved” and replace it later.

Attendance

From the official minutes: full-board meetings only (committee meetings are not counted). Members are counted only for meetings held while they served, and arriving late counts as attending. The minutes rarely say why a member was absent.

Meetings

About missing minutes

Covers full City Council meetings from January 2018 through March 23, 2026. Not here yet: the city has not posted minutes for the council meetings of December 15, 2025 (special), January 28, April 13, April 27, May 11, May 26, June 15 (special) and June 22, 2026, or for any meeting since (July 27, August 24, September 14 and September 28, 2026). The council usually approves its minutes several months after a meeting. MassVoter is asking the city for the missing minutes. Committee meetings (Ordinance, Public Safety and others) are not included, and minutes from 2015 to 2017 are online but not loaded yet. Roll calls give the count and name the councilors who voted no or were absent; we show each councilor’s vote when the names, the count and the attendance agree, and only the count when they don’t. Many items pass “by a hand vote”, and the minutes record only the result for those. Items “accepted and placed on file” or referred to a committee without a vote are not listed. When the council voted on a Mayor’s veto, the vote shows whether the override passed.
