What it means
This is the Senate's version of the joint rules that govern how the House and Senate work together in 2017–2018, offered as an amendment to a House order. It lists the joint committees and their size (6 senators and 11 representatives on most), and requires joint committees to report on most bills by February 1 of the second year or the bills get an adverse report. It sets conference committees at 3 members from each branch, including 1 from the minority party, and requires formal business to end by the third Wednesday in November of the first year and by the last day of July of the second year.
