What it means
Lets the state's capital asset management commissioner, working with the Department of Conservation and Recreation, release an area of land in Petersham from a state watershed preservation restriction, in part to deal with an existing septic system that crosses onto the protected area. Before the release, the owners of two neighboring parcels must swap land, and the restriction must be extended at no charge to cover the swapped land so there is no net loss of protected land. Hardwick Road Realty Trust pays all costs. Passed as an emergency law, so it takes effect right away.
