What it means
Lets the state's capital asset management commissioner, working with the conservation and recreation commissioner, grant North Shore Residential Development, Inc. an underground easement (with surface access) on parts of two state conservation parcels in Medford, used only to install and maintain a water pipe. The company must pay the appraised fair market value or value in use, whichever is greater, as money for the state to buy other conservation land, so there is no net loss of protected land. The inspector general must review the appraisal, the company must restore the surface and pay all costs.
