What it means
This local bill lets the state release an agricultural use restriction and right of reverter it holds on a parcel of land in Westborough, set under a 1981 law, and repeals part of that law. The current owner must pay the difference between the land's unrestricted value (or value in proposed use, if higher) and its value as farmland, as set by an independent appraisal reviewed by the Inspector General. That money goes to the Department of Agricultural Resources to buy new farmland preservation restrictions, and the owner pays the costs of the release. It has an emergency preamble.
