What it means
Lets the state convey a 4.71-acre parcel now held by the Department of Conservation and Recreation to the town of Franklin for landfill capping, a solid waste transfer station and a recycling center. In return the town must pay fair market value or value in use, whichever is greater, give the state about 29.25 acres of town land for conservation, grant access easements, and make trail, fencing and guardrail improvements. The inspector general must review the appraisal, the town pays the transaction costs, and the land returns to the state if it stops being used for these purposes.
