What it means
Lets the state's capital asset management commissioner, working with UMass Lowell, sell, lease for up to 99 years, or otherwise transfer the roughly 32-acre West campus at 225 Princeton Street in Chelmsford, using competitive bidding with public notice. Buyers pay all transaction costs and the state keeps no liability for the property's condition. The sale money, plus an amount equal to what Chelmsford paid for land under a 1998 law, goes into a trust for sale costs and for capital repairs on the UMass Lowell campus, including the Perry Hall engineering building.
