What it means

Lets the state's capital asset management commissioner transfer about 0.68 acres of state land at 38 South Common Street in Lynn to Neighborhood Development Associates, Inc. for a nominal price, to be used only for veterans' programs and services, which may include veterans' housing. The land can go back to the state, at the state's choice, if it stops being used that way, and the buyer pays all transaction costs. If the sale is not completed by January 31, 2019, the commissioner may sell or lease the land for up to 99 years through competitive bidding.
