What it means
This local bill lets the state sell parcels of land and buildings at the former Grafton State Hospital, at Pine and Green streets in North Grafton, to the town of Grafton for a nominal fee. The town must allow market-rate and affordable multi-family housing on part of the site under its North Grafton Transit Village Overlay District. If the town later sells or leases the land, the net proceeds are split equally with the state, though the state may lower its share to no less than 40 per cent. If the town does not complete a sale or lease within 6 years, the land goes back to the state.
