What it means

Requires research institutions and product testing facilities that plan to put down a dog or cat for reasons other than research to first offer it for adoption through an animal shelter, a nonprofit animal rescue group or private placement. Animals with dangerous behavior, harmful illness or injury, or newborns needing their mother's care are exempt. Facilities would not be liable for injuries or damages tied to an adopted animal.
